On page 92 of the printed bill, under the heading "Morgan State
College" and under the program "Auxiliary Enterprises" add the follow-
ing: "General Fund Appropriation" "71,379" and in the line entitled
"Special Fund Appropriation", strike out the numerals "1,017,129" and
insert in lieu thereof, the numerals "945,750".

On page 92 of the printed bill, under the heading "Summary" and in
the line entitled "Total General Fund Appropriation", strike out the numer-
als "5,258,771" and insert in lieu thereof, the numerals "5,530,150"
5,463,850 and in the line entitled "Total Special Fund Appropriation",
strike out the numerals "2,613,669" and insert in lieu thereof, the numerals
"2,342,290".

Amendment No. 4

On page 19 of the Supplemental Budget, under the heading "Morgan
State College" and under the program entitled "Center for Urban Affairs",
delete the following words: "This Center is to be funded jointly by the
State and the Ford Foundation and this appropriation is contingent upon
receiving funds in the amount of $103,000 from the Ford Foundation in
the 1971 fiscal year" and insert after the word "Affairs" the following in
lieu thereof: "or for other purposes in the event the Ford Foundation
funds do not become available, SUBJECT TO THE APPROVAL OF THE
BOARD OF PUBLIC WORKS.

Amendment No. 5

In accordance with the provisions and contingent upon the enactment
of Senate Bill 15 of the 1970 Regular Session, the several Special Fund
appropriations for the departments and agencies mentioned in said Senate
Bill 15 in the aggregate amount in this budget of 756,581 740,852 are
eliminated as Special Funds and reappropriated as General Funds in their
several respective amounts. In each such instance following the desig-
nation hereinabove in this budget of the respective department or agency,
the following explanatory provisions shall be stricken out in their entirety:
"Special Fund Appropriation provided that revenues in excess of this esti-
mate may be made available by approved budget amendment" and in each
respective instance, there shall be substituted the following: "General
Fund Appropriation".
