14.507—Taxicab Stands; Cruising
The Bureau of Inspections, Licenses and Permits of Howard County is
hereby empowered to designate within said county a certain place, or
places, to be used as taxi-stands and to require such taxicabs, when not in
use carrying a passenger or passengers to remain at said taxi-stand so
designated, and the said Bureau is further empowered to pass such rules
and regulations limiting or prohibiting cruising along the public streets
or highways by such taxicab or taxicabs, where such cruising may menace
public safety or unduly congest traffic.
Section 3. BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND, That if any provision
of this Act or the application thereof to any person or circumstance is
held invalid for any reason such invalidity shall not affect the other
provisions or any other application of this Act which can be given effect
without the invalid provisions or application, and to this end, all provisions
of this Act are hereby declared to be severable.
Section 4. AND BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND, That this Act shall
take effect sixty (60) days after its enactment.
This Bill, having been approved by the Executive and returned to the
Council, stands enacted on December 2, 1969.

An Act enacting new Section 18.304 of the Howard County code
establishing a procedure for the closing or relocation of public roads
in Howard County.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, That Section 18.304 be and it is
hereby added to Title 18 of the Howard County Code, "Public Works"
subtitle "Roads" to read as follows:
18.304—Relocation or Closing of Public Roads
(a) No County road shall be closed or relocated except by resolution
of the Howard County Council adopted in accordance with the provisions
of this section. For the purposes of this section any improvement or
alteration wherein a new road fails to overlap or be contiguous with the
previously existing road shall be considered to be a relocation of said road.
(b) Any person may petition the County Council of Howard County
to close or relocate a County road in accordance with Council Rules
5.205(b) and 5.205(e). Such petitions shall describe in detail the road
to be closed or relocated and shall be accompanied by a certified plat
particularly describing the road to be closed and fifty dollars ($50.00)
to cover the costs of advertising as required by this section.
(c) The Chairman, upon receipt of a petition to close or relocate a
public road shall cause to be prepared a resolution of the County Council
granting the relief sought and shall cause a public hearing upon the said
resolution to be held not less than thirty (30) days after the filing of the
petition.
