maturing in said year, and the said salaries and expenses as aforesaid,
and after deducting all amounts in hand or in contemplation applicable
to payments of interest and principal on said bonds, and said salaries and
expenses as aforesaid as hereinbefore and hereinafter in the subtitle pro-
vided, it shall determine the number of cents per $100.00 necessary to
raise the said amount for the Metropolitan District. Such tax shall be
levied and collected and have the same priority right, bear the same
interest and penalties and in every respect be treated the same as County
taxes. The tax so levied for the ensuing year shall be collected by the tax
collecting authorities. From the money so received, together with the
amount in hand to the credit of said bond fund, the Director of Finance
shall first pay all interest and principal on said Metropolitan District
bonds as become due, and the said salaries and expenses as aforesaid,
and shall then deposit the residue of said monies in some bank or banks
in said County to the credit of the Metropolitan District. The Director
of Finance is authorized to pay the interest on any bonds, that may be
issued out of the proceeds of the sale of said bonds, but not more than
one year's interest may be so expended.
20.313—Metropolitan Benefits Account; Distribution
All sums collected by the Director of Finance for benefits levied
against the property in accordance with Section 20.309 for water supply
and sewerage construction shall be set aside as a separate fund to be known
and designated as the "Metropolitan Benefits Account". The Director of
Public Works, in order to determine the amount which it may deem
necessary to be levied under Section 20.312, shall deduct such amount,
plus such amount as the Director of Public Works may estimate that will be
collected out of the benefits theretofore levied, but not yet paid, from the
whole amount necessary to be raised in any one year, for interest and
principal payments on outstanding bonds, and the payment for salaries
and expenses to the Department of Public Works as aforesaid, and the
balance then remaining to be raised as provided by Section 20.312.
Section 3. And be it further enacted by the County Council of Howard
County, Maryland, That if any section, term or provision of this subtitle
shall be adjudged invalid for any reason, such judgment shall not affect,
impair, or invalidate any other section, term or provision of said subtitle,
but the remaining sections, terms and provisions shall be and remain in
full force and effect.
Section 4. And be it further enacted by the County Council of Howard
County, Maryland, That this Act shall take effect sixty (60) days after
its enactment.
This Bill, having been approved by the Executive and returned to the
Council, stands enacted on July 14, 1969.
