(b)    At the time of submitting the annual budget of the Department
of Public Works to the Council, the Director shall recommend the water
connection charge for the ensuing year which shall be based on the average
cost of making all such water connections during the current fiscal year
(excluding therefrom the cost of the installation, repair, maintenance or
replacement of water meters), plus an amount for anticipated increased
costs of making such connections in the ensuing year. In the annual
utility rate ordinance or any subsequent rate ordinance, the Council shall
adopt a rate of connection charge for the ensuing year, which charges
shall be uniform throughout the Metropolitan District and shall be estab-
lished at such a rate as to raise sufficient revenue to cover the actual costs
of making all such connections.

(c)    The water connection charge shall be paid before any connection
shall be made to the Metropolitan District water system.

20.306—Sewer Connection Charges

(a)    There is hereby established a sewer connection charge for every
sewer connection made to the Metropolitan District sewer system.

(b)    At the time of submitting the annual budget of the Department
of Public Works to the Council, the Director shall recommend the rate of
the sewer connection charge for the ensuing year which shall be based on
the average cost of making all such sewer connections during the current
fiscal year plus an amount for anticipated increased costs of making such
connection in the ensuing year. In the sewer utility rate ordinance, the
Council shall adopt a rate of connection charge for the ensuing year which
charges shall be uniform throughout the Metropolitan District and shall
be established at such a rate as to raise sufficient revenue to cover the
projected costs of making all such connections.

(c)    The sewer connection charge shall be paid before any THE
connection shall be made to the Metropolitan District sewer system.

20.307—Sewer Use Charge

(a) There is hereby established a sewer use charge which shall be
ninety per centum of the charge for water delivered as provided in Section
20.302.

(b) In those cases where there is no metered water delivered to a

premises with sewer service, the Director of Public Works shall establish

the rate of sewer use charge which shall be ninety per centum of the

average charge for metered water delivered to like premises in the area.
IN THOSE CASES WHERE THERE IS NO METERED WATER DE-
LIVERED TO A SINGLE FAMILY RESIDENTIAL STRUCTURE WITH
SEWER SERVICE, THE RATE OF SEWER USE CHARGE SHALL
BE AT THE RATE OF $10.00 PER QUARTER.

(c) A premium payment of ten per centum shall be assessed on all
charges for sewer use if not paid within thirty days of the billed date.

20.308—Charges for Water and Sewer Connections

The Director of Public Works shall make such UNIFORM charge as
shall have been enacted by law for every water and sewer connection as
provided in this subtitle. HOWEVER, IF THE WATER OR SEWER
CONNECTION EXCEEDS 50 FEET IN LENGTH, THE CHARGE
SHALL BE based upon the width and surface of the street, road, alley or
right-of-way in which said connection is made. All the revenue above the
