2742                               Municipal Charters

THE WITHIN SECTION 17.208 SHALL NOT BE CONSTRUED
TO BE APPLICABLE TO PRIVATE WELLS OR PRIVATE SEPTIC
SYSTEMS CONSTRUCTED TO SERVE A SINGLE FAMILY RESI-
DENTIAL STRUCTURE.

(c) All construction, alteration and extension of such water supply
or waste water collection and systems shall comply strictly with plans
and specification as filed with the terms of such permit. No variances
from the plans submitted therewith shall be allowed until such variances
are approved by the Department of Public Works. Upon completion of
any such project the permittee shall file with the Department of Public
Works a full and complete plan of the system as built.

17.209-—Contracts with Other Political Sub-Divisions for Water and
Sewer Systems.

The County Executive of Howard County shall have the prior au-
thority to enter into any contract for the connection of its water supply
or sewer systems with those of as ANY municipality, or adjoining counties
for the purchase of water and for the disposal of sewerage SEWAGE
and other drainage from the Metropolitan District, and to enter into any
agreement concerning any other matters deemed by the County Executive
to be necessary or advisable for the proper construction, maintenance and
operation of the water supply and sewerage systems whether within or
outside Howard County, or those under the control of any municipalities,
counties or sub-divisions.

17.210—Acquisition of Existing Systems

The Director of Public Works is authorized and empowered to pur-
chase and OR acquire by gift the ANY existing water or sewer systems
in Howard County or any of the water or sewerage in said County which
in his discretion and his judgment are desirable and necessary for the
purpose of providing adequate water or sewerage or both for the residents
of Howard County, provided that such purchases or acquisitions are ap-
proved by the County Executive and the County Council of Howard County.

17.211—Taking Over Privately-Owned Systems

(a) Whenever the Department of Public Works shall have ex-
tended its water supply or sewerage system up to and is ready to con-
nect with any municipal or privately owned water system or sewerage
system, whether operating as an independent water supply or sewerage
system or as an extension of an adjacent or adjoining system or systems,
and whether inside or outside of Howard County and the Director of
Public Works deems it advisable and proper for the adequate operation
of the system under its jurisdiction to take over the said water or sewerage
system, or extension of such system or systems, it may take over or purchase
the same, subject to the approval of the County Executive and County
Council, upon such terms and provisions as may be agreed upon and
approved by the aforesaid, but before any part of the purchase price is
paid, other than a nominal sum of money to bind the agreement, it shall
be the duty of the vendor or agent to furnish a statement to the Department
of Public Works and report all names and addresses of persons having
interests or claims against such property whatsoever which shall be veri-
fied by an oath in writing. Thereupon, it shall be the duty of the Director
of Public Works to notify personally or by registered mail, return receipt
requested, all persons having any interest whatsoever in such property,
and in addition the Director of Public Works shall give three weeks'
