2740                               Municipal Charters

(c)    After the hearing before the Public Works Board as specified
in the notice by publication, the Public Works Board shall, within thirty
days, make a recommendation to the Director of Public Works on whether
or not to proceed with the improvements, which decision shall be published
as provided in Section 17.218.

(d)    After the decision to proceed with the improvements has been
published, the Director of Public Works shall include such water or sewer
extensions within the Department of Public Works Capital Improvement
Program, and the same shall be presented to the County Executive, who
may include such Capital Improvement Program in his annual Capital
Improvement Program which is submitted to the County Council pursuant
to the Charter.

17.203—Water and Sewerage Standards and Specifications

On or before September 1, 1969, the Director of Public Works shall
prepare and submit to the County Council for its adoption by Ordinance,
the standards and specifications pertaining to the installation and types
of water and sewerage systems to be used in Howard County. Upon the
adoption of said standards and specifications by the County Council, the
same shall be published in a code to be made available by the Director of
Public Works at a minimum charge to the general public upon request.
The Code shall include size and type of pipe and include all fixtures,
structures, apparatus, connections, accessories, pumps and all things as-
sociated with the installation, operation and maintenance of water and/or
sewer systems. Until the adoption of the water and sewerage standards
and specifications by the County Council as set forth hereinbefore, the
Code heretofore adopted by the Metropolitan Commission of Howard Coun-
ty pursuant to Section 171 of the Code of Public Local Laws of Howard
County (1965 Edition) shall remain in full force and effect.

17.204—Water and Sewer Connections

The Director of Public Works shall provide for each and every prop-
erty abutting upon a street or right-of-way in which a water main or
sewer main is laid, a water service pipe and/or meter or sewer connection
which shall be extended as required, from the water main or sewer main
to the property line of the abutting lot; said service pipe or connection
with the sewer main shall be constructed by and at the sole expense of the
Commission, DEPARTMENT OF PUBLIC WORKS but subject to a rea-
sonable charge for said connection as provided elsewhere in this Code,
which charge shall be paid by all property owners at the Office of Finance
before the actual connection with any pipe or ON private property is made.
When any water or sewer INSTALLATION is declared by the Director
of Public Works complete and ready for the delivery of water or reception
of sewerage SEWAGE every abutting property owner, after due notice
by the County Health Department, if it shall determine that the existing
water or sewerage system is a potential threat to health, shall make a
connection of all spigots, hydrants, toilets and SEWAGE waste drains
with said water mains or sewer within the time prescribed by the Health
Department. All cesspools, sinks, sink drains, SEPTIC TANKS, AND
DRY WELLS located on properties connected with sewers provided by the
County shall be abandoned, closed and left in a sanitary condition so that
no odor, nor nuisance shall arise therefrom, and all wells or other source
of water supplying the property which shall have a water connection to
water mains provided by the County shall immediately be disconnected
