17.505—Liability for Impounding Fee
Where the owner of an impounded dog can be ascertained such owner
shall be liable for the impounding fee and other proper charges even
in cases wherein the dog is disposed of pursuant to Section 17.503 of
this Act. In addition to the impounding fee the animal control officer
may issue a summons pursuant to Section 17.506 of this Act.
17.506—Enforcement
(a) The head of the Bureau of Inspections, Licenses, and Permits
of the Department of Public Works is responsible for the enforcement
and administration of the various provisions of this Act.
(b) Within the Bureau of Inspections, Licenses, and Permits, an
animal control officer shall be designated as the enforcement authority
for the provisions of the animal control and dog licensing provisions of
the County, acting under the general supervision of the Chief of the
Bureau of Inspections, Licenses, and Permits.
Section 3. AND BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND, That this Act shall
take effect sixty (60) days after its enactment

Council, stands enacted on May 14, 1969.

An Act to enact new Sections 8.200 through 8.207, inclusive, of
the Howard County Code, Title "Crimes and Misdemeanors", subtitle
"Animals", to provide for the proper care, treatment, and control
of animals, to provide for the confinement of vicious or dangerous
dogs, to provide for penalties for the violations thereof and for the
interference with authorized persons in performance of their duties,
to provide for summons and trial, and to provide that convictions
under this subtitle shall not be recorded as such.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, That Sections 8.200, 8.201, 8.202,
8.203, 8.204, 8.205, 8.206 and 8.207, be and they are hereby added to Title
8 of the Howard County Code, "Crimes and Misdemeanors", subtitle
"Animals", to read as follows:
8.200—Humane Care Required; Poisoning Prohibited; Control of
Animals.
(a) All owners of animals shall provide such animals with sufficient
food and water, proper shelter, veterinary care when needed to prevent
suffering, and with humane care and treatment. No person shall poison
any animal other than rodents, mistreat or abandon any animal in such
manner as to cause suffering by such animal.
(b) All owners of animals shall exercise care and control of such
animals, so as to prevent same from becoming public nuisances. Excessive
noise, molesting pedestrians, chasing vehicles, depositing excretory matter
