5-4. Form; denomination; interest; maturity; exemption from state, etc.,
taxation.

Certificates of indebtedness shall be registered or in coupon form,
shall be issued in denominations of one hundred dollars or any multiple
thereof, shall bear interest at a rate not exceeding six per cent per annum,
payable semiannually, and shall mature not later than ten years after date
of issuance, and shall be exempt from all state, county and city taxation
of every kind and nature whatsoever in the state.

Section 2. Section 88-6, Chapter 88, title "Health and Sanitation,"
of the Montgomery County Code 1965, is hereby repealed and re-enacted,
with amendments, to read as follows:

88-6. Functions generally.

The health department, in addition to those functions assigned to it
by and pursuant to state law and exercised under direction of the deputy
state health officer, the state board of health and the state director of
health, shall have the functions set forth in this article to the extent that
all such functions are within the authority and jurisdiction of the county.

Section 3. Severability.

The provisions of this Article are severable and if any provision,
sentence, clause, section or part thereof is held illegal, invalid or unconsti-
tutional or inapplicable to any person or circumstances, such illegality,
invalidity or unconstitutionally, or inapplicability shall not affect or
impair any of the remaining provisions, sentences, clauses, sections or
parts of the Article or their application to other persons or circumstances.
It is hereby declared to be the legislative intent that this Article would
have been adopted if such illegal, invalid or unconstitutional provision,
sentence, clause, section or part had not been included therein, and if the
person or circumstances to which the Article or any part thereof is
inapplicable had been specifically exempted therefrom.

Section 4. Effective date.

This Act shall take effect on the 76th day following its enactment.
