73-13. Same-Direction; appointment of director.

The department of public works shall be under the immediate direction
of a director of public works.

Section 3. Section 73-21, Chapter 73, title "Administration" of the
Montgomery County Code 1965 is hereby repealed and re-enacted, with
amendments, to read as follows:

73-21. Functions and duties.

The builders technical advisory committee shall study and report to
the county council and the county executive with its recommendations on
the following:

(a)    Zoning policy and requirements.

(b)    Land use and planning.

(c)    Problems involved in road and street construction.

(d)    Liaison and coordination among the agencies involved with
building and construction activities.

(e)    Problems directly pertaining to the building and construction
activity.

(f)    Recommendations for legislation on the federal, state or county
level on matters relating to this study.

Section 4. Section 73-22, Chapter 73, title "Administration" of the
Montgomery County Code 1965 is hereby repealed and re-enacted, with
amendments, to read as follows:

73-22. Annual report.

The builders' technical advisory committee shall submit an annual
report to the council and the county executive on or before January
1, and such interim reports or recommendations as may be practicable.

Section 5. Section 73-23, Chapter 73, title "Administration" of the
Montgomery County Code 1965 is hereby repealed and re-enacted, with
amendments, to read as follows:

73-23. Facilities and services.

The chief administrative officer shall make available to the builders'
technical advisory committee whatever facilities and services of the coun-
ty as may be necessary for it to perform its function.

Section 6. Section 79-28, Chapter 79, title "Building Code" of the
Montgomery County Code 1965, is hereby repealed and re-enacted, with
amendments, to read as follows:

79-28. Section 127.0 amended.

Section 127.0 of the Building Code adopted by this chapter is amended
to read as follows:

Sec. 127.0. Board of Construction Standards.

There is hereby created the board of construction standards which
shall be comprised of five members, who shall be appointed by the county
executive, subject to the confirmation of the county council, for five
year terms; except, that in appointing the first board, one member shall
