An Act to amend Chapter 2, Title "Administration", of the
Montgomery County Code 1965, as amended, by repealing and re-
enacting, with amendments, Section 2-16A (Laws of Montgomery
County 1967), title "Office of County Manager; composition and func-
tions", Section 2-36, title "Powers and duties of director generally",
Section 2-38, title "Agent to assist director when acting as registrar
of bonds, etc.", Section 2-40, title "Disbursements generally", Section
2-43, title "Designation of acting director in case of illness, etc.",
Section 2-46, title "Established; composition; appointment, etc. of
director", Section 2-47, title "Powers, duties and functions", Section
2-49, title "Services and facilities", Section 2-50, title "Established;
appointment, etc., of librarian", Section 2-52 (Laws of Montgomery
County 1968), title "Library Board—Established; composition; term

tions", Section 2-181 (Laws of Montgomery County 1968), title
"Report to Council"; Chapter 13, title "Jail and Prisoners", of the
Montgomery County Code 1965, by repealing and re-enacting, with
amendments, Section 13-3, title "Same—Same—Supervision; type to
be performed"; and Chapter 18, title "Police", of the Montgomery
County Code 1965, by repealing and re-enacting, with amendments,
Section 18-2, title "Superintendent under supervision of county
manager", so as to designate that the heads of the departments,
boards and commissions shall be appointed by the County Executive;
to provide for the appointment of employees of departments, boards
and commissions by the respective heads thereof; to provide that
services and facilities shall be furnished the several departments,
boards and commissions by the Chief Administrative Officer; and to
provide for the functions and structure thereof.

Be It Enacted by the County Council for Montgomery County, Maryland,
that—

Section 1. Section 2-16A, Chapter 2, title "Administration" of the
Montgomery County Code 1965, as amended, is hereby repealed and re-
enacted, with amendments, to read as follows:
