2486 Municipal Charters
Section 2. AND BE IT FURTHER ENACTED, That it is the inten-
tion of the County Council that the sections, paragraphs, sentences, clauses
and phrases of the Supplement hereby adopted are severable, and if any
phrase, clause, sentence, paragraph or section of the Supplement hereby
adopted shall be declared unconstitutional or otherwise invalid by the valid
judgment or decree of a court of competent jurisdiction, such unconstitu-
tionality or invalidity shall not affect any of the remaining phrases, clauses,
sentences, paragraphs and sections of the Supplement hereby adopted.
Section 3. AND BE IT FURTHER ENACTED, That this Ordinance
shall take effect forty-five (45) days from the date it becomes law.

An Emergency Ordinance to repeal and re-enact Section 15-707
of the Anne Arundel County Code (1967 Edition and Supplements),
Title 15. "Public Works", Subtitle 7. "Roads and Sidewalks", AND
TO ENACT NEW SECTION 15-707 IN LIEU THEREOF, TO STAND
IN THE PLACE OF THE SECTION REPEALED, setting forth
the procedure by which certain property owners, a civic or community
association may petition the County to accept a street, avenue, road
or alley for public use, and matters generally related thereto.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF ANNE
ARUNDEL COUNTY, MARYLAND, That Section 15-707 of the Anne
Arundel County Code (1967 Edition and Supplements), Title 15. "Public
Works", Subtitle 7. "Roads and Sidewalks", be and it is hereby repealed
and re-enacted, AND NEW SECTION 15-707 IS HEREBY ENACTED
IN LIEU THEREOF, TO STAND IN THE PLACE OF THE SECTION
REPEALED, to read as follows:
Section 15-707
(a) Whenever a majority of the owners of property improved by
dwellings or commercial buildings adjoining any street, avenue, road, or
alley in the County which does not meet County standards as to grading,
paving, width, drainage or construction, desire to petition the County
to accept same for public use, they may file a petition with the Director
of Public Works or his designee requesting the County to accept same for
