seconded by Mr. Conaway and duly passed, the Annexation Resolution
was adopted and it was directed that notice of the adoption be published
in the local newspapers.

After discussion and on motion of Mr. Babylon, seconded by Mr.
Mathias and Mr. Conaway, the salary of the City Manager was increased
$100.00 per month effective July 1, 1967.

There being no further business to consider, the meeting was ad-
journed at 5:07 p.m. on motion of Mr. Babylon, seconded by Mr. Conaway
and duly passed.

Dear Dr. Everstine:

In accordance with Section 19 (Annexation) of Article 23A of the
Annotated Code of Maryland 1957 (1966 Replacement Volume) and Sec-
tion 17A of said Article, the following material is herewith submitted
for registration:

1)    Original boundaries of the Mayor and Common Council of West-
minster as taken from Section 738 of the Public Local Laws of Carroll
County, Everstine, 1965, and in Section 523 of Article 7 of the Code
of Public Local Laws of Maryland (1930) Flack's Edition, the bound-
aries of Annexation No. 1, annexed in 1967 and new boundaries called
Annexation No. 3. (Annexation No. 2 was defeated by referendum in 1969).

2)    Copies of Minutes of The Mayor and Common Council of West-
minster of August 8, 1968 and September 9, 1968 showing introduction
and enactment and adoption of resolution for annexation. The resolution
was unanimously enacted and adopted.

The resolution was not petitioned for referendum. The effective date
of the resolution was 46 days following its enactment.

To all which I hereby certify as the chief executive officer of The
Mayor and Common Council of Westminster, with the seal of said mu-
nicipality affixed.

If any additional material or information is required, please advise
me and it shall be furnished promptly.
