2402 Municipal Charters
Whereas, a petition has been presented to The Mayor and Common
Council of Westminster to enlarge the corporate boundaries of the said
city by the annexation of land adjoining and contiguous to the corporate
limits of the city; and
Whereas, the President of the Council has caused to be made a
verification of the signatures upon said petition and has ascertained that
the persons signing the petition represent at least twenty-five per cent
(25%) of the persons who reside in the area to be annexed, and who are
registered voters in county elections in the precinct or precincts in which
the territory to be annexed are located, and the owners of at least twenty-
five per cent (25%) of the assessed valuation of the real property located
in the area to be annexed.
It is, therefore, RESOLVED by The Mayor and Common Council of
Westminster that all of the land lying within the boundaries of the herein-
after described parcel shall be annexed to and become a part of the City
of Westminster:
All that tract of land adjoining and contiguous to the corporate limits
of the City of Westminster according to a description made by J. B.
Ferguson & Company, Inc., Registered Surveyors, dated March 30, 1967,
and more particularly described as follows:
Beginning at the end of the 8th or North 87¾ degrees West,
6-4/10 perch line of the existing corporate boundary, said point being also
in the 9th or North 30 degrees East, 55½ perch line of the land con-
veyed to Western Maryland College recorded among the Land Records
of Carroll County in Liber No. 136, folio 281, etc., said point being the
northwesternmost corner of the existing corporate boundary, running
thence to the beginning of said 9th line and also the 9th or South 29
degrees West, 40 perch line of the existing corporated boundary, (1) South
29 degrees West, 40 perches to a point, thence with the 10th, 11th, 12th
and 13th line of the existing corporated boundary, (2) South 7½ degrees
East, 31-2/10 perches to a point, thence (3) North 57 degrees West, 11-8/10
perches to a point, thence (4) South 47 degrees West 108½ perches to a
point, thence (5) South 47 degrees West, 400 yards to a point, (6) thence
leaving the existing corporate boundary and running in a southwesterly
direction and with the northwest marginal line of the New Windsor Road
about 2,500 feet to a point at the beginning of the South 40 degrees 37
minutes, 30 seconds East, 482.63 foot line of the land conveyed to David
Jones, which deed is recorded among said Land Records in Liber No.
374, folio 95, etc., thence leaving the said New Windsor Road and bounding
the lands of said David Jones, (7) North 40 degrees 37 minutes 30 seconds
West, 482.63 feet to a point, thence (8) South 52 degrees 45 minutes
West, 536.25 feet to a point, thence (9) South 50 degrees 38 minutes
20 seconds West, 836.81 feet to a point, thence (10) North 59 degrees 37
minutes 30 seconds West, 288.75 feet to a point, thence (11) North 51
degrees 00 minutes West, 627.00 feet to a point, thence (12) North 44
degrees 45 minutes 15 seconds West, 855.57 feet to a point, thence (13)
North 24 degrees 45 minutes East, 177.23 feet to a point, thence (14)
South 81 degrees 00 minutes East, 308.10 feet to a point in the northwest
marginal line of a 25 foot right-of-way, thence with said right-of-way and
passing 25 feet to the west of the land conveyed to Carroll County Broad-
casting Corp. which deed is recorded among said Land Records in Liber
No. 220, folio 51, etc., and the land conveyed to Annie M. Young by deed
recorded among said Land Records in Liber No. 173, folio 210, etc., the
two following courses and distances,
