number of Councilmen voting for or against it, and a report on the votes
cast for or against the amendment hereby enacted at any referendum
thereon and the date of such referendum.

The Charter Amendment enacted by the foregoing Resolution became
effective this 14th day of January, 1970.

I, John H. Conrad, Clerk of The City of Hagerstown, do hereby
certify that the foregoing is a true and exact copy of a Resolution adopted
by the Council of The City of Hagerstown at a regular meeting held,
pursuant to notice, on November 25th, 1969, in the Council Chamber.

I do further certify that said meeting was convened at 7:30 o'clock
P.M., and that the following Councilmen were present at said meeting,
constituting all of the Council of Hagerstown,

Robert R. Smith
John C. Corbett
Harry K. Potts
Ralph L. Funkhouser
Kenneth R. Daniels

And I do further certify that Mayor Herman L. Mills was also present
and presided at the meeting.

I do further certify that the foregoing Resolution was presented for
consideration by the Mayor, that the same was read in its entirety and
was passed, upon motion of Councilman Harry K. Potts, seconded by
Councilman Kenneth R. Daniels, all Councilmen voting in the affirmative
and no Councilmen voting in the negative.

In witness whereof I have hereunto set my hand and the Official Seal
of The City of Hagerstown, this 14th day of January, 1970.

I, John H. Conrad, City Clerk of The City of Hagerstown, a municipal
corporation of the State of Maryland, do hereby certify that the aforegoing
is a true and exact copy of the full text of new Section 32A of the Charter
of The City of Hagerstown added by way of an amendment to Article IV
of said Charter, Title "Revenue and Finance," by resolution of the Council
of The City of Hagerstown adopted on the 25th day of November, 1969,
which amendment became effective on the 14th day of January, 1970,
said new section to follow immediately after Section 32 of said Charter
as designated in the Code of The City of Hagerstown, published in 1967,
subtitle "Taxable Property; Assessments," said new section to bear the
subtitle "Stock in Trade."

In witness whereof, I have hereunto set my hand and the official
seal of the said City of Hagerstown, this 14th day of January, 1970.
