3. The enactment clause of the Act improperly refers to Section
12 of the Insurance Code in the second part of such clause; whereas
it is clear from the provisions of the Act that such reference should
have been to Section 55A.
While we wish to bring the foregoing to your attention, we do
not feel that any of these apparent defects are so grievous as to
render the bill unconstitutional in view of the strong presumption
of constitutionality existing under the law as construed by the Court
of Appeals of Maryland.

House Bill No. 695—Court Reporter in Seventh Circuit
AN ACT to repeal Section 24 of the Code of Public Local Laws
of Charles County (1969 Edition, being Article 9 of the Code of
Public Local Laws of Maryland), title "Charles County," subtitle
"Circuit Court," which pertains to the retirement of Robert G. Mac-
Cartee, Court Reporter in the Counties of the Seventh Judicial
Circuit.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 695.
This bill repeals a provision in the Code of Public Local Laws of
Charles County pertaining to the retirement of a former court re-
porter of the Seventh Judicial Circuit of Maryland.
The same purpose was accomplished by Senate Bill 692 which
was enacted by the General Assembly and signed by me on April 1,
1970. Therefore, it is unnecessary for me to sign House Bill 695.

AN ACT to repeal and re-enact, with amendments, Section 52B
of Article 2B of the Annotated Code of Maryland (1957 Edition and
1969 Supplement), title "Alcoholic Beverages," subtitle "General Pro-
visions on Issue of Licenses," adding the authority to the Montgomery
County Board of License Commissioners to issue alcoholic beverage
licenses to establishments where subsequent to the original granting
of said license a school, church, other place of worship, public library
