Emergency Senate Bill No. 592 signed by you on April 1, 1970,
Chapter 28 of the Acts of 1970 and effective that date, would be ne-
gated if you were to now sign House Bill No. 291.
It was the obvious intention of the legislature to remove the
requirements for an address of the treasurer on campaign literature
under certain conditions and since thirty-four candidates and thirty-
three committees have to date filed treasurers with this office and
may well be in the process of printing campaign materials under the
provisions of Chapter 28, I believe that the veto is required to avoid
unnecessary delays and expenses.
We, of course, do not know how many candidates for local offices
may have already filed with the local boards of supervisors of
elections.

House Bill No. 292—Corrections in Maryland Securities Law
AN ACT to repeal and re-enact, with amendments, Section 16 of
Article 32A of the Annotated Code of Maryland (1969 Supplement),
title "Department of Law," subtitle "Maryland Securities Law,"
amending the Department of Law laws of this State in order to make
certain corrections in the language thereof.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 292.
This bill attempts to insert some clarifying language in a portion
of the Maryland Securities Law by repealing the entire Section 16
of Article 32A of the Annotated Code of Maryland, which Section
contains subsections (a) and (b). The bill then re-enacts only a por-
tion of subsection (a), and fails to re-enact subsection (b).
I am informed by the Attorney General that this obviously in-
advertent omission would have serious fiscal and regulatory effects
in the operation of the Maryland Securities Law. For the reasons
given in the attached copy of his opinion, which is to be considered a
part of this message, I believe that the measure must be vetoed.
