If it were held that deeds of trust already in existence would require
Maryland residents as trustees, this could cause substantial problems.
For these reasons, I believe that Senate Bill 420 must be vetoed.

Senate Bill No. 758—Financial Responsibility in Motor Vehicle Laws
AN ACT to repeal and re-enact, with amendments, Section 93(a)
of Article 66˝ of the Annotated Code of Maryland (1967 Replace-
ment Volume), title "Motor Vehicles," subtitle "Administration—
Registration—Titling"; to repeal Sections 93(b) and 93(c) of this
Article, title and subtitle; and to repeal and re-enact, with amend-
ments, Section 94 of this Article, title and subtitle amending the
motor vehicle laws with particular respect to the liability and the
financial responsibility of minors and their parents and guardians in
the use of motor vehicles.

Dear Mr. President:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 758.
This Bill deletes those parts of Article 66˝, Sections 93 and 94,
which provide that the negligence of a minor when driving a motor
vehicle shall be imputed to the parent or guardian who signs the
minor's application for a driver's license, unless there is deposited
with the Department of Motor Vehicles on the minor's behalf proof
of financial responsibility.
This Bill is virtually identical to House Bill 691 passed by the
1969 General Assembly which I vetoed on May 21, 1969. In my view,
a parent or guardian who gives his consent for his minor child to ob-
tain a driver's license, ought to be responsible for the child's driving.
Moreover, requiring parents either to assume liability for their chil-
dren's negligent driving or to provide insurance covering their chil-
dren, may lead to greater parental teaching and supervision with re-
spect to minor's driving habits.
In light of the aforegoing, I feel that Senate Bill 758 must be
vetoed.
