Whereas, it is accepted that many drivers are apprehensive about
passing and approaching trucks, and by increasing the mass of these
vehicles the stressful psychological impact on the motorist would
be aggravated; and

Whereas, this psychological effect could well increase the likeli-
hood of accidents; and

Whereas, statistics support the conclusion that the accidents in
which large trucks are involved more frequently RESULT in
deaths and injuries than accidents in which smaller vehicles are
involved; and

Whereas, no action should be taken which would tend to diminish
the fullest and safest use by all travel and vacation-minded Ameri-
cans of our expanding Interstate Highway System; now, therefore,
be it

Resolved by the General Assembly of Maryland, that the General
Assembly urges the United States Senators from Maryland and the
Maryland members of the House of Representatives to oppose the
enactment of H.R. 11870 and H.R. 11619; and, be it further

Resolved, that copies of this resolution be forwarded to the Vice
President of the United States, to the Secretary of the U. S. De-
partment of Transportation, the Federal Highway Administrator,
Senators Joseph D. Tydings and Charles Mc. Mathias, and the
members of the Maryland delegation in the U. S. House of Repre-
sentatives.

(House Joint Resolution 54)

House Joint Resolution requesting the Governor to appoint a Com-
mittee to
study and make recommendations CALL FOR A STUDY
concerning the relationships among the State of Maryland, the
several counties, and Baltimore City with respect to the adminis-
tration, operation and financing of the Department of Postmortem
Examiners.

Whereas, The Department of Postmortem Examiners has been
established as part of the Department of Health and Mental Hygiene
of the State, and, among other things, it investigates the deaths of
persons who die either in the counties or Baltimore City under cer-
tain circumstances, performs autopsies in connection therewith; in-
structs police, medical, and other professional groups in the essen-
tials of medicolegal pathology and scientific criminal investigation;
and performs related functions; and

Whereas, The Department of Postmortem Examiners is housed in
a building provided by the Mayor and City Council of Baltimore and
operated and maintained by the City; and

Whereas, The salaries of the Medical Examiners and the profes-
sional staff of the Department are set by the State and are paid by
the State out of that portion of the racing revenues allocated to the
