Resolved, That copies of this Resolution are sent to Senators
Mathias and Tydings, and Representatives Beall, Fallon, Friedel,
Garmatz, Gude, Hogan, Long, and Morton.

(Senate Joint Resolution 40)

Senate Joint Resolution requesting that a special committee of the
Legislative Council be formed to study and report on the need for
amendments to the Election Code (Article 33 of the Annotated
Code of Maryland).

Whereas, problems have arisen with respect to the rights, duties
and status of new political parties under the existing provisions of
the Election Code; and

Whereas, the question has been raised as to whether the provisions
of the Election Code relating to "primary meetings" should be con-
tinued; and

Whereas, questions have arisen as to when political parties are
required or entitled to nominate candidates at a primary election; and

Whereas, it is deemed desirable to clarify the Election Code with
respect to the formation of new political parties and the dissolution
of political parties which have ceased to function in the State, now,
therefore, be it

Resolved by the General Assembly of Maryland, That a special
committee of the Legislative Council be formed to study and report
on the need for or desirability of amendments to Article 33 of the
Annotated Code of Maryland, with respect to:

(a)  the rights, duties and status of new political parties;

(b)  the provisions of the article relating to "primary meetings";

(c)  when political parties shall be required or entitled to nominate
candidates by means of primary elections; and

(d)  the formation of new political parties, and the dissolution of
political parties which have ceased to function in the State.

Resolved, That said special committee also report on any other
amendments to Article 33 of the Annotated Code of Maryland which
its study reveals to be desirable or necessary.

(Senate Joint Resolution 42)

Senate Joint Resolution requesting the Department of Natural Re-
sources to pursue discussions with the Federal Government and
with adjoining States in order to secure their cooperation in stop-
ping the pollution of the Maryland waters.
