2090 Joint Resolutions
The restorations of the eight portraits were done at the National
Gallery of Art, Washington, by the Resident Restorer, Francis
Sullivan, assisted by Stephen S. Story.
Every public official and every citizen in the State of Maryland
owes a debt of gratitude to the members of the Commission on
Artistic Property. They have approached their task with zeal and
imagination and have made an outstanding contribution to the
artistic embellishments in the State House in Annapolis and to the
interest of the people of Maryland in their history and development;
now, therefore, be it
Resolved by the General Assembly of Maryland, That this body,
acting for the people of the entire State, sends a generous word of
praise and commendation to the members and secretary of the Com-
mission on Artistic Property; and, be it further
Resolved, That the Secretary of the State of Maryland is directed
to send copies of this Resolution, under the Great Seal of the State
of Maryland, to the members of the Commission on Artistic Prop-
erty: J. Waters Parrish, Chairman, E. Roy Bergholz and Andrew
Heubeck, Jr., and to the Secretary of the Commission, John W.
Sause, Jr., Esquire.

Senate Joint Resolution requesting that a special commission be
appointed to study the feasibility of creating a State Bank of
Maryland for the purpose of depositing and disbursing all State
and local funds derived from all governmental sources in
Maryland.
SENATE JOINT RESOLUTION REQUESTING THE APPOINT-
MENT OF A SPECIAL COMMISSION TO STUDY THE BROAD
PROBLEM OF THE MANAGEMENT OF PUBLIC FUNDS BY
THE STATE OF MARYLAND AND LOCAL GOVERNMENTS
IN MARYLAND.
Whereas, One of the most serious problems facing our State
and Nation is the unprecedented rate of inflation in which we are
entrapped; and
Whereas, The present National Administration is attempting to
solve this problem by certain means which may at the same time
have serious consequences by causing a "planned recession"; and
Whereas, The major factors in the ever spiraling inflationary
process and cost of living are represented by goods, services and
living accommodations which must be borne by our citizens; and
Whereas, The increased cost of government and increase in taxes
are further burdening the citizens of our State and this Nation; and
Whereas, The cost of capital borrowed or invested as repre-
sented by interest rates is a major factor in the spiraling cost of
living; and
