Section 1. Be it enacted by the General Assembly of Maryland,
That Section 108(8) of Article 52 of the Annotated Code of Mary-
land (1969 Supplement), title "Justices of the Peace," subtitle "Trial
Magistrates System," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

108.

(8) There shall be one trial magistrate who shall sit at LaPlata
and shall receive an annual salary of [$6,000.00] $7,000.00. There
shall also be one associate trial magistrate who shall be appointed
in the same manner as the trial magistrate. The associate trial
magistrate shall receive an annual salary of [$5,000.00] $6,500.00.
He shall sit at such time and in such place as the trial magistrate
may direct, and in the temporary absence or inability of the trial
magistrate to sit, the associate trial magistrate shall sit in the place
of said trial magistrate.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

(House Bill 1136)

AN ACT to authorize the creation of a State debt in the aggregate
amount of Ten Million Dollars ($10,000,000), FIVE MILLION
DOLLARS ($5,000,000), the proceeds thereof to be used to sup-
plement the financing of the construction of public junior or
community college buildings and facilities by each of the counties
in this State and the Mayor and City Council of Baltimore, and
to supplement the financing of the acquisition of such real estate
of interest in lands as may be necessary in connection therewith
by each of the counties and the Mayor and City Council of Balti-
more, and providing generally for the issue and sale of Certificates
of Indebtedness evidencing such loan.

Section 1. Be it enacted by the General Assembly of Maryland,
That the Board of Public Works is hereby authorized and directed
to issue a State Loan LOAN to be known as the "General Public
Junior or Community College Construction Loan of 1970," in the
aggregate sum of Ten Million Dollars ($10,000,000) FIVE MILLION
DOLLARS ($5,000,000).

The certificates evidencing said loan may be issued all at one time
or, in groups, from time to time, as hereinafter provided. All of said
certificates evidencing said loan, or any group thereof, shall be issued
to mature in annual serial installments, which may, but need not, be
in equal part amounts each year and so worked out as to discharge the
ACCORDING TO A SERIAL MATURITY PLAN TO BE ES-
TABLISHED IN THE RESOLUTION AUTHORIZING THE IS-
SUANCE OF SAID LOAN OR ANY PORTION THEREOF, WHICH
