CHAPTER 707
(House Bill 850)

AN ACT to repeal and re-enact, with amendments, Section 317B
of Article 66½ of the Annotated Code of Maryland (1969 Supple-
ment), title "Motor Vehicles," subtitle "Operation of Vehicles
Upon Highways," to provide that in Carroll County any person
who operates a motor vehicle on private property which is used
by the general public is subject to the same laws as if the motor
vehicle were being operated on a public highway.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 317B of Article 66½ of the Annotated Code of Mary-
land (1969 Supplement), title "Motor Vehicles," subtitle "Operation
of Vehicles Upon Highways," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

317B.

In Allegany, Baltimore, Cecil, Carroll, Frederick, Howard, Prince
George's, Talbot and Washington counties any person operating a
motor vehicle on private property which is used by the public in
general in violation of the provisions of this subtitle shall be deemed
in violation of the law to the same extent as if the motor vehicle
were being operated on a public highway and the violation carries
the same penalty.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 708
(House Bill 856)

AN ACT to add new Section 361A to the Code of Public Local Laws
of Cecil County (1961 Edition, being Article 8 of the Code of
Public Local Laws of Maryland), title "Cecil County," to follow
immediately after Section 361 thereof, and to be under the new
subtitle "Public Information," requiring legislative or administra-
tive bodies of Cecil County supported in whole or in part by public
funds to hold public meetings, and relating generally thereto, re-
quiring certain records to be available to the public, and relating
generally to public information.

Whereas, It is vital in a democratic society that public business be
conducted in an open and public manner; and

Whereas, Voters should be advised of the performance of public
officials and decisions that are reached in public activity and in
making public policy; and
