CHAPTER 705

AN ACT to add new Section 243 (n) (4) (ix) to Article 48A of
the Annotated Code of Maryland (1968 Replacement Volume
and 1969 Supplement), title "Insurance Code," subtitle "Rates
and Rating Organizations," to follow immediately after Section
243 (n) (4) (viii) thereof, to provide in the Maryland Auto-
mobile Insurance Plan for renewal coverage for assigned risk
insurers at the standard renewal premium THE BASIC INSUR-
ANCE RATING BOARD RATES after three years of good driving
and matters generally related thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 243 (n) (4) (ix) be and it is hereby added to
Article 48A of the Annotated Code of Maryland (1968 Replace-
ment Volume and 1969 Supplement), title "Insurance Code," sub-
title "Rates and Rating Organizations," to follow immediately
after Section 243 (n) (4) (viii) thereof, and to read as follows:

Any insured under the plan as of January 1, 1970 who com-
pletes a three years assignment period with not more than three
no moving traffic violations or traffic accidents for which he was
held responsible and who can demonstrate such facts, is entitled
to renewal coverage from the assigned insurer at the standard re-
newal premium. AND WHO, DURING THAT PERIOD HAS NO
MOVING TRAFFIC VIOLATIONS OR TRAFFIC ACCIDENTS
FOR WHICH HE WAS HELD RESPONSIBLE, AND WHOSE
RECORDS AT THE DEPARTMENT OF MOTOR VEHICLES
SHOWS NONE, IS ENTITLED TO RENEWAL COVERAGE
FROM THE ASSIGNED INSURER AT THE BASIC INSURANCE
RATING BOARD RATES. It is the responsibility of the assigned
insurer to notify the insured that, they will provide renewal cover-
age on this basis. The renewal coverage provided for in this section
will continue on a year to year basis.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 706

AN ACT to repeal and re-enact, with amendments, Section 10 of
Article 43B of the Annotated Code of Maryland (1969 Supple-
ment), title "Comprehensive Drug Abuse Control and Rehabili-
tation Act," to provide that when a person seeks treatment due to
drug abuse from certain persons no statement made or conclusion
derived shall be admissible against the person except in a civil
