That of the funds appropriated by Section 5(c) of this Act there
shall be expended in the 1971 Fiscal year the sum of $9,300,000 of
the funds available for and to be used exclusively by the subdivisions
hereunder as provided by Section 357E(b) of Article 66C of the
Annotated Code of Maryland as amended from time to time.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1970.

(House Bill 741)
AN ACT to repeal and re-enact, with amendments, Sections 411N,
411P, and 411R of Article 66C of the Annotated Code of Maryland
(1967 Replacement Volume and 1969 Supplement) title "Natural
Resources," subtitle "Patuxent River Watershed," to provide from
the local projects share of said Article 66C of Program Open
Space the State's share of the cost of acquiring certain lands in
the Patuxent River Watershed, to permit the counties to apply
for State grants, to permit the Director of Forests and Parks to
obligate the Department to reimburse the counties for up to fifty
per centum (50%) of the cost of acquiring certain lands and to
remove a restriction on the expenditure by the counties of a spe-
cial property tax.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 411N, 411P, and 411R of Article 66C of the Annotated
Code of Maryland (1967 Replacement Volume and 1969 Supplement)
title "Natural Resources," subtitle "Patuxent River Watershed" be
and they are hereby repealed and re-enacted, with amendments, to
read as follows:
411N. State Matching Funds; Department Budget Request.
(a) The respective county commissioners of the counties named
in this subtitle, or their duly designated agencies, in acquiring the
lands and other properties shown or recommended on the Patuxent
River Watershed Plan may apply to the Department of Forests and
Parks for a grant from the local projects share of Program Open
Space as provided in Section 357E(b) of Article 66C of this Code.
Such application shall conform to the requirements specified in Sec-
tion 357G of Article 66C of this code.
(b) If no funds are available to the counties under Program
Open Space, the [The] Department of Forests and Parks shall in-
clude in its annual budget a request for funds to be used for the
acquisition of lands within the counties named herein for the pur-
poses enumerated in this subtitle. These funds, when appropriated,
shall be matched by the respective county commissioners, or their
duly designated agencies, in acquiring the lands and other prop-
