Article 77.
192.

The membership of this retirement system shall be composed as
follows:

(1) All persons who shall become teachers after the date as of
which the retirement system is established, except those specifically
excluded under subsection (3) of this section, [shall] may become
members of the retirement system at any time within the first two
years of his employment, but if he has not previously joined must
become a member at the end of that period
as a condition of their
employment, but this section shall not apply to veterans of World
War II who are not eligible to become members of the retirement
system because of some physical disability which disqualifies them
for membership, and such veterans who have completed the courses
of study required for teaching and have passed the required exami-
nations shall be eligible for teaching positions in the State regardless
of their ability to become members of the retirement system. The
rate of contribution of the employee shall be determined by his age
at the time he actually joins the system, and will not be reduced for
reason of service prior to joining, provided, however, that any
employee may purchase credit for service before joining by paying
the contributions due plus interest. Such purchase may be made only
at time of
AT ANY TIME PRIOR TO retirement.

(6) (c) Notwithstanding the provisions of Section 192, subsec-
tion (3) of this article, [from and after July 1, 1968, any teacher
who is newly employed or becomes eligible to join the retirement
system, shall become a member of the State retirement system and]
any teacher who is employed by the City of Baltimore after December
12, 1966, and is not a member of the employees' retirement system
of the City of Baltimore as of July 1, 1968, may elect prior to the
completion of two years of such employment to become a member
of the Teachers' Retirement System of the State of Maryland.

Sec. 3. And be it further enacted, That Section 51(1) of
Article 88B of said Code (1964 1969 Replacement Volume), title
"State Police," subtitle "State Police Retirement System," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

Article 88B.
51.

The membership of the Retirement System shall consist of the
following:

(1) Any person who shall become an employee as herein defined
after the date of establishment [shall] may become a member of the
Retirement System at any time within the first two years of his
employment, but if he has not previously joined must become a
member at the end of that period
as a condition of employment,
and shall not be entitled to receive any pension or retirement
allowance from any other pension or retirement system supported
wholly or in part by the State of Maryland, anything to the contrary
notwithstanding. The rate of contribution of the employee shall be
