said highway shall be repaired and left by the district in the same
condition as, or in a condition not inferior to, that existing before
said highway was torn up, and that all costs incident thereto shall
be borne by the district.

(14)  To receive and accept from any federal agency grants for or
in aid of the construction, acquisition or operation of any project,
and to receive and accept aid or contributions from any source
of either money, property, labor or other things of value, to be held,
used and applied only for the purposes for which such grants and
contributions may be made.

(15)   In the event of any annexation by a county or municipality
not a member of the district of lands, areas, or territory served by
the district, to continue to do business, exercise its jurisdiction
over its properties and facilities in and, upon or over such lands,
areas or territory as long as any bonds or indebtedness of such
district remain outstanding or unpaid, or any contracts or other
obligations remain in force.

(16)  To borrow money, in such amount or amounts as the com-
mission may deem necessary, from any agency or instrumentality
of the federal government or of the State of Maryland for the
purpose of paying the cost of engineering and legal services, plans,
specifications, surveys, estimates of cost and of revenues and other
expenses, necessary or incident to the organization and planning
of any sanitary district or of any project within any sanitary dis-
trict; provided, however, that any money so borrowed shall be
repaid without interest, when the district undertakes or starts the
construction of the project for which such borrowing was made,
solely from funds made available for such project under the provi-
sions of this subtitle, including the issuance of bonds.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 679
(Senate Bill 602)

AN ACT to add new Section 98A to Article 77 of the Annotated
Code of Maryland (1969 Replacement Volume), title "Public
Education," subtitle "Chapter 6. The Public Schools," to follow
immediately after Section 98 thereof, to authorize teachers and
principals to intervene in physical struggles on school property,
to relate to such intervention and its effects, to provide certain
compensation to intervening teachers and principals, and to pro-
vide for responsibility for and payment of legal claims and verdicts
arising out of suits against teachers and principals for such
intervention. AND TO PROVIDE FOR THE EFFECT OF
OTHER LEGISLATION ON THIS ACT.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 98A be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1969 Replacement Volume), title
"Public Education," subtitle "Chapter 6. The Public Schools," to
follow immediately after Section 98 thereof, and to read as follows:
