The expenditure of any of this appropriation for aiding in the
acquisition of land and construction of an impoundment on the
Piney Run Tributary of the south branch of the Patapsco River
in Carroll County is subject to the condition that on or before
[July 1, 1970] July 1, 1972, Carroll County, Maryland, shall provide
or have available (from County and available federal funds, or
either of them) a sum equivalent to the difference between the
proceeds of the State Bond issue authorized herein and the actual
price of acquisition of land and construction of an impoundment
on the Piney Run Tributary of the South Branch of the Patapsco
River in Carroll County at the time of purchase. The Board of
Public Works shall determine if this condition is met and shall
approve the provisions for the availability and use of these funds
prior to authorizing the expenditure of any State monies under
this Act.
Sec. 2. And be it further enacted, That this Act shall take effect
June 30, JUNE 1,1970.

AN ACT to repeal and re-enact, with amendments, Sections 1 to 22
inclusive, and to enact Section 23 of Article 75A of the Annotated
Code of Maryland (1969 Replacement Volume), title "Public
Accountancy," changing the membership of the Maryland State
Board of Public Accountancy and providing generally for the
members of this Board and the tenure; providing for the practice
of public accounting by qualified corporations; providing for addi-
tional educational requirements for the practice of accountancy;
changing certain powers, duties, functions and procedures of this
Board; and relating generally to the Maryland State Board of
Public Accountancy and to the occupation of accountancy in this
State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 to 22 inclusive, of Article 75A of the Annotated
Code of Maryland (1969 Replacement Volume), title "Public Ac-
countancy," be and they are hereby repealed and re-enacted, with
amendments, and Section 23 enacted, to read as follows:
1. MARYLAND STATE BOARD OF PUBLIC ACCOUNTANCY
(a) The Maryland Board of Examiners of Public Accountants is
continued under the name Maryland State Board of Public Ac-
countancy. It shall consist of five members appointed by the Gov-
ernor. All members shall be citizens of the United States and resi-
dents of this State. Three members shall be Maryland certified public
accountants currently enrolled under Section [10] 11 of this article
to practice as such, [each of whom shall hold office for a term of
three years. The other two members shall consist of an attorney
at law practicing and in good standing in the courts of Maryland,
