therewith in this Act. It is the legislative intent that all such
separate acts shall be effective according to the legislative intent
in the enactment thereof. All such separate acts shall be incorporated
into and codified with the provisions of this Act if such incorpora-
tion and codification are reasonably possible.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1970. JANUARY 1, 1971.
