(2) The suspension required in paragraph 1(a) of this section
shall remain in effect and no other motor vehicle shall be registered
in the name of such judgment debtor nor any new license issued
to such person unless and until such judgment is satisfied or stayed
[and the judgment debtor gives proof of financial responsibility in
future, as specified by this article] . Provided, however, that if the
judgment debtor gives satisfactory evidence that the judgment debt
is not good and pleadable or admissible in evidence under the pro-
visions of Section 3 of Article 57, [together with proof of financial
responsibility in the future,] the Department shall restore any license
or registration suspended because of nonpayment of a final judgment.
(4)
(a) The Department shall not suspend a license or registration
of a motor vehicle and shall restore any license or registration
suspended because of nonpayment of a final judgment when the judg-
ment debtor [gives proof of financial responsibility in future and]
obtains an order from the trial court in which such judgment was
rendered, permitting the payment of such judgment in installments
and while the payment of any such installment is not in default.
122.
(a) Within ninety days after the receipt of a report of a motor
vehicle accident within this State which has resulted in bodily in-
jury or death, or damage to the property of any one person in ex-
cess of one hundred dollars ($100.00), the Department shall suspend
the license of each operator and all registrations of each owner of a
motor vehicle in any manner involved in such accident and if such
operator is a nonresident the privilege of operating a motor ve-
hicle within this State, and if such owner is a nonresident the
privilege of the use within this State of any motor vehicle owned
by him, unless such operator or owner or both shall deposit security
in a sum which shall be sufficient in the judgment of the Department
to satisfy any judgment or judgments for damages resulting from
such accident as may be recovered against such operator or owner
£, and unless such operator or owner, or both, has previously given
or shall immediately give and thereafter maintain, for a period
of three (3) years, proof of financial responsibility]; provided notice
of such suspension shall be sent by the Department to such operator
and owner not less than 10 days prior to the effective date of such
suspension and shall state the amount required as security.
137.
(a) All of the provisions of this article shall apply to any person
who is not a resident of this State, and if such nonresident has been
convicted of an offense which would require the suspensions or
revocation of the license of a resident or if such nonresident has
failed to satisfy a judgment within thirty (30) days after the same
became final, which would require suspension or revocation here-
under in respect to a resident, then in either such event such non-
resident shall not operate any motor vehicle in this State nor shall
any motor vehicle owned by him be operated within this State by
any person and the Department shall not issue to such nonresident
any operator's or chauffeur's license or register any motor vehicle
