CHAPTER 99
(House Bill 777)

AN ACT to repeal and re-enact, with amendments, Sections 130 and
131 of Article 26 of the Annotated Code of Maryland (1957 Edi-
tion, 1966 Replacement Volume, 1969 Supplement), title "Courts,"
subtitle "Court of Special Appeals"; and to repeal and re-enact,
with amendments, Sections 1, 6, 7, 18, 19, 21, and 21A of Article
5 of the Annotated Code of Maryland (1957 Edition, 1968 Re-
placement Volume), title "Appeals," subtitle "Appeals to Court
of Appeals," subheadings "Appeals from Courts of Law," "Ap-
peals from Courts of Equity," "Appeals in Contempt Cases," "Ap-
peals in Custody Cases," and "Certiorari," to be under the new
subtitle "Appeals to Court of Appeals and to Court of Special
Appeals," and to enact new Sections 5B 5A and 5B to follow im-
mediately after Section 5 thereof, to be under the same title and
the new subtitle, and to be under the new subheading "Jurisdic-
tion of Court of Appeals and Court of Special Appeals"; and to
repeal and re-enact, with amendments, Sctions SECTIONS 66K
and 84 of Article 16 of the Annotated Code of Maryland (1957
Edition, 1966 Replacement Volume), title "Chancery," subtitles
"Paternity Proceedings" and "Adoption"; and to repeal and re-
enact, with amendments, Section 645A (e) of Article 27 of the An-
notated Code of Maryland (1957 Edition, 1967 Replacement Vol-
ume), title "Crimes and Punishments," subtitle "Post Conviction
Procedures"; and to repeal and re-enact, with an amendment, Sec-
tion 25 of Article 41 of the Annotated Code of Maryland (1957
Edition, 1965 Replacement Volume), title "Governor-Executive
and Administrative Department," subtitle "Extradition" "THE
EXECUTIVE DEPARTMENT"; and to repeal and re-enact,
with amendments, Section 19 of Article 42 of the Annotated
Code of Maryland (1957 Edition, 1965 Replacement Volume),
title "Habeas Corpus," subtitle "Jurisdiction and Procedure"; and
to repeal and re-enact, with an amendment, Section 19 (a) of
Article 66A of the Annotated Code of Maryland (1957 Edition,
1967 Replacement Volume), title "Moving Pictures"; and to re-
peal and re-enact, with amendments, Section 26 of Article 88A of
the Annotated Code of Maryland (1957 Edition, 1969 Replacement
Volume), title "State Department of Social Services," subtitle
"Child Care"; and to repeal and re-enact, with amendments, Sec-
tion 56 (a) of Article 101 of the Annotated Code of Maryland
(1957 Edition, 1964 Replacement Volume, 1969 Supplement), title
"Workmen's Compensation," subtitle "Appeals"; to increase the
number of judges of the Court of Special Appeals to nine, and
to provide for the manner of the election and/or appointment of
such judges from appellate judicial circuits and from the State
at large; to provide for the hearing and determination of cases
before the Court of Special Appeals by panels, and for the num-
ber of judges which shall constitute quorums of panels and of
the Court of Special Appeals in banc; to expand the appellate
jurisdiction of the Court of Special Appeals to include certain
civil actions, cases, causes, suits and proceedings, and to identify
those appeals which are subject to the exclusive initial appellate
jurisdiction of the Court of Appeals and those which are subject
to the exclusive initial appellate jurisdiction of the Court of Spe-
cial Appeals; to provide for the transfer of appeals taken or trans-
