INTO AND OUT OF THE STATE ACCIDENT FUND, ISSUE
PROPER RECEIPTS FOR MONEYS RECEIVED, AND CERTIFI-
CATES FOR BENEFITS ACCRUED AND ACCRUING FROM
THE STATE ACCIDENT FUND. ALL OF THE AFOREMEN-
TIONED POWERS SHALL BE EXERCISED SUBJECT TO THE
APPROVAL OF THE SECRETARY OF PERSONNEL.
76.
(A) EVERY EMPLOYER SUBJECT TO THE OPERATION
AND EFFECT OF THIS ARTICLE, WHO SHALL INSURE IN
THE STATE ACCIDENT FUND, SHALL EVERY FOUR
MONTHS, OR AT SUCH OTHER INTERVALS AS THE COM-
MISSIONERS OF THE STATE ACCIDENT FUND SHALL DI-
RECT, SUBMIT A REPORT OF HIS PAYROLL TO THE COM-
MISSIONERS OF THE STATE ACCIDENT FUND, ACCORDING
TO THE REGULATIONS AND REQUIREMENTS PRESCRIBED
BY THE COMMISSIONERS AND APPROVED BY THE SECRE-
TARY OF PERSONNEL. THE PAYROLL RECORDS OF ALL
EMPLOYERS INSURED IN THE STATE ACCIDENT FUND
SHALL BE OPEN AT ALL TIMES TO INSPECTION BY THE
SAID COMMISSIONERS AND THEIR AUTHORIZED EM-
PLOYEES.
83.
IN THE ADMINISTRATION OF THE STATE ACCIDENT
FUND, THE COMMISSIONERS OF THE ACCIDENT FUND,
SUBJECT TO APPROVAL BY THE SECRETARY OF PERSON-
NEL, SHALL HAVE FULL POWER AND AUTHORITY TO
MAKE ANY AND ALL RULES AND REGULATIONS NOT IN-
CONSISTENT WITH LAW, FOR THE CONDUCT OF THE
BUSINESS OF THE STATE ACCIDENT FUND; INCLUDING
THE ISSUANCE OF POLICIES OF INSURANCE UNDER THIS
ARTICLE PROTECTING MARYLAND EMPLOYEES OF MARY-
LAND EMPLOYERS WHO ARE INJURED IN THE LINE OF
DUTY REGARDLESS OF WHERE INJURY MAY OCCUR.
Sec. 8. And be it further enacted, That all persons who are as of
May 31, 1970, members of boards or commissions, officers and em-
ployees of all boards, commissions, offices and agencies included
within the Department of Personnel are hereby confirmed in the
office, position and classification which they hold as of May 31, 1970,
as members, officers and employees of such boards, commissions,
offices and agencies, except as otherwise provided in this Act or until
they retire, resign or are removed as provided by law, or until the
terms to which they were appointed expire. MAY 31, 1970, CLAS-
SIFIED EMPLOYEES OF ANY DEPARTMENT, BOARD, COM-
MISSION, OFFICE, OR AGENCY ABOLISHED BY THIS ACT
ARE HEREBY TRANSFERRED TO THE DEPARTMENT OF
PERSONNEL CREATED HEREIN WITHOUT ANY CHANGE
OR LOSS OF RIGHTS OR STATUS, AND SHALL RETAIN
THEIR MERIT SYSTEM STATUS SUBJECT TO THE PRO-
VISIONS OF THIS ACT, AND ALL CLASSIFIED EMPLOYEES
OF THE DEPARTMENTS OR AGENCIES WHICH CONSTI-
TUTE PARTS OF THE DEPARTMENT OF PERSONNEL
SHALL RETAIN THEIR MERIT SYSTEM STATUS, EXCEPT
