as Director on the Hospital Board. THE UNION HOSPITAL
BOARD SHALL AT A SPECIAL OR REGULAR MEETING
HELD BEFORE THE ISSUANCE OF THESE BONDS, HAVE
AMENDED ITS BY-LAWS SO AS TO PROVIDE FOR THE
APPOINTMENT BY THE BOARD OF COUNTY COMMIS-
SIONERS OF CECIL COUNTY OF ONE OF ITS MEMBERS
TO THE BOARD OF DIRECTORS OF THE HOSPITAL, THE
APPOINTMENT TO RUN CONCURRENTLY WITH THE
TERM OF OFFICE OF THE APPOINTED COMMISSIONER,
PROVIDED, FURTHER, THAT THE RIGHT OF APPOINT-
MENT OF THE MEMBER SHALL CONTINUE FOR AS LONG
AS ANY BONDS OF THIS ISSUE SHALL BE OUTSTANDING.

Sec. 5. And be it further enacted, That for the purpose of pay-
ing the maturing principal of and interest on any bonds issued pur-
suant to the authority of this Act, and for the purpose of redeeming
said bonds prior to their respective maturities, the County Com-
missioners of Cecil County shall levy annually upon all property
within the corporate limits of said County, assessable for unlimited
taxation, ad valorem taxes in rate and amount sufficient to provide
for said purposes. In the event any such issue of bonds are sold as
term bonds, payable all at one time, said County Commissioners of
Cecil County shall, by the resolution authorizing said bonds, establish
a sinking fund in the custody and control of the County Treasurer,
and thereafter said County COMMISSIONERS shall annually levy
the ad valorem taxes above prescribed in rate and amount sufficient
to pay the interest on said bonds, due in each year, and sufficient to
pay into such sinking fund or increments thereon, will be sufficient
to provide for the payment in full of the principal of said term bonds
at maturity. Provided further that no bonds shall be offered for sale
before January 1, 1971.

Sec. 6. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 582
(House Bill 284)

AN ACT to repeal and re-enact, with amendments, Sections 108(7),
108(15) (G), and 117 AND 118(A) of Article 52 of the Anno-
tated Code of Maryland (1968 Replacement Volume and 1969
Supplement), title "Justices of the Peace," subtitle "Trial Magis-
trates System," providing that the trial magistrates of Cecil
County may, WITH APPROVAL, provide for service of certain
papers by registered or certified mail, and modifying the require-
ments for service by constable, AND PLACING A RESTRICTION
ON THE REMOVAL OF CASES BEFORE THE TRIAL MAGIS-
TRATES OF CECIL COUNTY, AND PROVIDING THAT THE
PEOPLE'S COURT OF MONTGOMERY COUNTY MAY PRO-
VIDE FOR SERVICE OF PROCESS BY MAIL AND MODIFY-
ING THE REQUIREMENT FOR ALL SERVICE BY
DEPUTIES IN MONTGOMERY COUNTY.
