the space of three years to the person or institution having custody
of the minor child or children, or if an agreement be had with respect
to such child or children, and to release the defendant from custody
on probation for the space of three years upon his or her entering
into a recognizance in such sum as the court shall direct, with or
without sureties. Any such order shall constitute a lien on the earn-
ings of the defendant
EXCEPT IN THE CASE OF STATE EM-
PLOYEES AND EMPLOYEES OF BALTIMORE CITY, and the
employer is required to deduct the amount of such decree as soon as
notified by the Probation Department. All such deductions are to be
paid directly by the employer to the notifying Probation Department.
The condition of the recognizance shall be such that if the defendant
shall make his or her personal appearance at the court whenever
ordered to do so within the three years, and shall further comply with
the terms of the order, or of any subsequent modification thereof,
then the recognizance shall be void, otherwise of full force and effect.
If the court be satisfied by information and due proof under oath, at
any time during the three years, that the defendant has violated the
terms of such order, it may forthwith proceed to the trial of the de-
fendant under the original indictment, or sentence him or her under
the original conviction, as the case may be. In the case of forfeiture
of a recognizance and enforcement thereof by execution, the sum
recovered may, in the discretion of the court, be paid in whole or in
part to the person or institution having custody of the minor child
or children.

(e) Any company, business or other institution which discharges
or fails to hire a person because a support decree has been issued
against him shall be deemed guilty of a misdemeanor and upon con
-
viction in any court of the State having criminal jurisdiction shall
be punished by a fine not exceeding five hundred dollars.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 578
(House Bill 117)

AN ACT to add new Sections 28 through 36 35, inclusive, to Article
83 of the Annotated Code of Maryland (1969 Replacement Volume),
title "Sales and Notices," subtitle "Consumer Protection," to follow
immediately after Section 27 thereof, and to be under the new sub-
heading "Home Solicitation Sales Act," to establish certain protec-
tive measurers to buyers who have made purchases in their homes,
and generally relating thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 28 through 36 35, inclusive, be and they are hereby
added to Article 83 of the Annotated Code of Maryland (1969 Replace-
ment), title "Sales and Notices," subtitle "Consumer Protection," to
follow immediately after Section 27 thereof, and to be under the new
subheading "Home Solicitation Sales Act," and to read as follows:
