CHAPTER 573
(Senate Bill 834)

AN ACT to repeal Section SECTIONS 123½ AND 123A of the Code
of Public Local Laws of Calvert County (1963 Edition, being
Article 5 of the Code of Public Local Laws of Maryland), title
"Calvert County," subtitle "County Commissioners," as added by
Chapter 586 AND AMENDED BY CHAPTER 584, RESPEC-
TIVELY, of the Acts of 1966; and to enact new Section 123½ in
lieu thereof, to stand in the place of the section SECTIONS so
repealed; to repeal Section SECTIONS 54A AND 56 of the
Code of Public Local Laws of Charles County (1969 Edition, being
Article 9 of the Code of Public Local Laws of Maryland), title
"Charles County," subtitle "County Commissioners"; and to enact
new Section 54A in lieu thereof to stand in the place of the
section SECTIONS so repealed; and to repeal Section SECTIONS
41 AND 52A of the Code of Public Local Laws of St. Mary's
County (1965 Edition, being Article 19 of the Code of Public Local
Laws of Maryland), title "St. Mary's County," subtitle "County
Commissioners," as AMENDED BY CHAPTER 584 AND added
by Chapter 586 , RESPECTIVELY, of the Acts of 1966, and to
enact new Section 52A in lieu thereof to stand in the place of
the section SECTIONS so repealed, to establish a tri-county
council in Calvert, Charles and St. Mary's Counties, to provide
for its membership, TO PROVIDE FOR HOW THE, COUNTY
COMMISSIONERS SHALL BE ENTITLED TO VOTE, prescribe
its duties, provide for its funding, and relating generally to a
Tri-County Council for Calvert, Charles and St. Mary's Counties.

Whereas, The inclusion of Calvert, Charles, and St. Mary's
Counties within the Tri-County Council for Southern Maryland
because of the community of interest and homogeneity; existing
metropolitan and regional planning agencies; patterns of communi-
cation and transportation; geographic features and natural bound-
aries; extent of urban development; relevancy of the Region for
provision of governmental services and functions and its use for
administering State and Federal programs; the existence of special
agricultural, forestry, conservation, or other rural problems; uni-
formity of social or economic interests and values; park and recrea-
tional needs; and the existence of physical, social and economic
problems of a regional character; and

Whereas, The Tri-County Council as herein defined shall be used
to the extent feasible for the administration of area development
programs for the Tri-County Region and the Tri-County Council
shall also, to the extent possible, be authorized to make application
for, receive, and accept from any federal agency grants for or in
aid of undertaking fiscal, economic, and human resource planning
and development programs for the Tri-County Region; and for the
purpose of studying physical, economic, and social opportunities
and problems, and to formulate recommendations for review and
action thereon by the member governing bodies; now, therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That Section SECTIONS 123½ AND 123A of the Code of Public
Local Laws of Calvert County (1963 Edition, being Article 5 of the
