73.

All persons between the ages of five and twenty years shall be
admitted free of charge to the public schools of the State provided,
however, that the establishment of kindergartens shall be optional
in each county IN THOSE COUNTIES THAT DO NOT ON JULY
1, 1970 PROVIDE KINDERGARTENS OR WHICH ON THIS
DATE PROVIDE LESS THAN FULL KINDERGARTEN PRO-
GRAMS, COMMENCING IN SEPTEMBER OF 1970, IMPLE-
MENTATION OF FULL KINDERGARTEN PROGRAMS SHALL
BE PHASED IN BY SEPTEMBER OF 1973, BUT IN NO EVENT
SHALL FULL PROGRAMS BE MANDATORY BEFORE SEP-
TEMBER OF 1973 PROVIDED, HOWEVER, THAT FULL KIN-
DERGARTEN PROGRAMS SHALL BE IMPLEMENTED BY
SEPTEMBER OF 1970 IN ALLEGANY AND CARROLL COUN-
TIES. All such public schools under the jurisdiction of boards of
education shall be kept open for not less than one hundred eighty
(180) actual school days during a ten-month period of each school
year.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

(Senate Bill 77)

AN ACT to repeal and re-enact, with amendments, Section 96 (a)
of Article 75 of the Annotated Code of Maryland, (1969 Replace-
ment Volume), title "Pleadings, Practice and Process at Law,"
subtitle "V. Bases of Personal Jurisdiction over persons outside
this State," to include within the provisions of the so called "Long
Arm Statute," persons receiving revenue from GOODS OR
manu-
factured products used or consumed within the
State CERTAIN
PERSONS WITHIN THE PROVISIONS OF THE SO-CALLED
"LONG ARM STATUTE."

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 96(a) of Article 75 of the Annotated Code of Maryland
(1969 Replacement Volume), title "Pleadings, Practice and Process
at Law," subtitle "V. Bases of Personal Jurisdiction over persons
outside of this State," be and it is hereby repealed and re-enacted,
with amendments to read as follows:

96.

(a) A court may exercise personal jurisdiction over a person,
who acts directly or by an agent, as to a cause of action arising from
the person's

(1)    Transacting any business in this State ;

(2)    Contracting to supply [services] GOODS, FOOD, SERV-
ICES OR MANUFACTURED PRODUCTS in this State;
