(c) Unless another penalty is in this article or by the laws of this
State provided, every person convicted of a misdemeanor for the
violation of any other provision of this article shall be punished by a
fine of not more than $500 or by imprisonment for not more than 6
months, or by both such fine and imprisonment.
§ 17-101.1.
In addition to the administrative penalties provided for in this
article, violation of a duly promulgated rule and regulation of the
department or a restriction imposed upon any license shall be a mis-
demeanor and shall be punishable as provided in Section 17-101 (b).
§ 17-102. Penalty for felony.
Every person convicted of a violation of any of the provisions
of this article herein or by the laws of this State declared to con-
stitute a felony shall be punished by imprisonment for not more than
5 years, or by a fine of not less than $500 or more than $5,000, or
by both such fine and imprisonment.

§ 17-103. Disposition of fines and forfeitures.
(a) All fines, penalties, and forfeitures of bonds, or any kind of
authorized security, imposed or collected under any of the provisions
of this article, except funds collected in cases in which appeals have
been taken within the time allowed by law and provided the time for
appeal has expired in the particular case, shall be paid over on the
second and fourth Mondays of each month after receipt thereof to
the department with a statement accompanying them, setting forth
the action or proceedings in which the monies were collected, the
name and residence of the defendant, the nature of the offense, and
the fine, penalty, forfeiture, or sentence, if any, imposed.
(b) All the funds received by the department shall be accounted
for and remitted by the department to the State Treasurer, to be
used in highway improvement pursuant to Section 2-120.
(c) The department in the name of the State of Maryland
may take all steps necessary to enforce the collection and prompt
return of all such fines, penalties, and forfeitures.
(d) Failure, refusal, or neglect on the part of any judicial or
other officer or employee receiving or having custody of the fine,
penalty, or forfeiture to comply with the foregoing provisions of this
section constitutes misconduct in office and shall be sufficient
grounds for removal therefrom.
(e) Provisions of this section which may be inconsistent with
the provisions of Article 52 shall be superseded by the provisions of
the latter article as to such inconsistencies.
§ 17-103.1. Reimbursement of forfeited bond or collateral.
The State Treasurer shall reimburse to a defendant out of the
Motor Vehicles Revenue Fund any forfeited bond or collateral which
has been received by the State Treasurer, after the justice of the peace
