herein, and to issue and enforce regulations establishing standards
and specifications for the approval thereof. The commissioner shall
publish lists of all protective headgear and eye-protective devices by
name and type which have been approved by him.

Part XIVOperation of Motor Vehicles on
Certain Toll Bridges and Tunnels

§ 11-1401. Definition of Words and Phrases.

Definitions statedThe following words and phrases when used
in this part shall, for the purpose of this part, have the meaning
respectively ascribed to them in this section, except as hereinafter
specifically provided.

(1)    Approaches: means those roadways, overhead structures,
ramps, bridges, causeways, entrances and exits provided as a means
of access to and departure from vehicular crossings operated and
maintained for the State Roads Commission of Maryland by the
Toll Facilities Department.

(2)    Bicycle: means any of the conventional vehicles of the two-
wheeled or three-wheeled type propelled by the rider.

(3)    Bridge: includes any bridge within the jurisdiction of the
Toll Facilities Department.

(4) Bus: means any motor vehicle designed for the transporta-
tion of persons, for hire, having a seating capacity of more than
9 persons.

(5)    Driver: means the person who is in actual physical control
of a vehicle.

(6)    Light commercial vehicle: includes pick-ups and panel
trucks up to and including those of a ¾-ton capacity and Depart-
ment of Motor Vehicles registration restricting vehicles to 10,000
pounds gross vehicle weight.

(7)    Motorcycle: includes all vehicles of the bicycle or tricycle
type propelled by a motor.

(8)    Parking: means the stopping of a vehicle on a roadway,
unless caused by traffic congestion or in obedience to traffic regula-
tions, signal, or direction of an authorized employee of a facility,
regardless of whether the driver remains in the vehicle.

(9)    Passenger vehicle: means a motor vehicle registered as a
passenger vehicle, not for hire, for use in the transportation of
persons. This includes station wagons, ambulances, and hearses.

(10)    Semi-trailer: means a vehicle, not self-propelled, designed
and constructed to be towed and to move with the forward end of
its body or chassis resting upon the body or chassis of the towing
vehicle.

(11)    Superintendent: means the authorized and designated of-
ficial of the Toll Facilities Department of the State Roads Com-
mission of Maryland in charge of the vehicular crossing, or the
authorized employee performing his duties in his absence.

(12)    Taxicab: means a motor vehicle used in the transportation
of persons, for hire, having a seating capacity of 7 or fewer persons.
