§ 11-504.1. Blind pedestrians.
(a) At any street or road crossing or intersection where the
movement of traffic is not regulated by a traffic officer or by traffic
control signals, any blind or partially blind pedestrian shall be en-
titled to the right-of-way at the crossing or intersection if, before
attempting to cross, he extends before him at arm's length a cane
of white color, or white tipped with red or a chrome, nickel,
aluminum, or other reflecting or shining metal cane, or if he is
accompanied by a guide dog.
(b) Upon receiving the signal, all vehicles at or approaching the
crossing or intersection shall immediately come to a full stop, leaving
a clear lane through which the person may pass, and they shall remain
stationary until the person has completed the passage of the crossing
or intersection.
(c) Nothing in this section shall be construed as affecting the
movement of traffic at any crossing or intersection where the move-
ment of traffic is regulated by a traffic officer or by traffic control
signals, except that if any blind or partially blind pedestrian, having
such a cane or accompanied by a guide dog, shall be part way across
an intersection at the time the traffic control signals change, he
shall have the right of way in completing his passage across the
intersection.
(d) Any person who is not blind or partially blind and who uses
or carries a cane of white color, or white tipped with red, or a
chrome, nickel, aluminum, or other reflecting or shining metal cane,
in the manner described in this section, shall be deemed guilty of a
misdemeanor.
§ 11-505. Pedestrians to use right half of cross walks.
Pedestrians shall move, whenever practicable, upon the right half
of cross walks.
§ 11-506. Pedestrians on roadways.
(a) Where sidewalks are provided it shall be unlawful for any
pedestrian to walk along and upon an adjacent roadway.
(b) Where sidewalks are not provided, any pedestrian walking
along and upon a highway shall walk only on the left shoulder,
when practicable, or on the left side of the roadway as near as
practicable to the edge of the roadway facing traffic which may
approach from the opposite direction.
§ 11-507. Pedestrians soliciting rides or business.
(a) Except for the occupant of a disabled vehicle who is seeking
the aid or assistance of another vehicle, no person shall stand in a
roadway for the purpose of soliciting a ride, employment, or business
from the occupant of any vehicle.
(b) No person shall stand on or in proximity to a highway for
the purpose of soliciting the watching or guarding of any vehicle
while parked or about to be parked on a street or highway.
