withstanding the insolvency or inability of the authorized insurer
to pay a judgment against the insured. No insured person shall
be required to pay an uninsured motor vehicle registration fee
during the term of the insurance unless he fails to obtain other
insurance within not more than fifteen days after a cancellation
notice has been sent by certified mail to the last known address of
the insured by the insurer or its receiver or conservator.

§ 7-604. Unsatisfied Claim and Judgment Fund Board.

(a)    There is hereby created an Unsatisfied Claim and Judgment
Fund Board consisting of the Commissioner, the Commissioner of
Insurance, four representatives of insurers, and four representatives
of the public. The representatives of insurers shall be designated
annually by the Commissioner of Insurance. He shall designate one
representative of each of the following classes of companies:

(1)    Stock company rating organization members;

(2)    Mutual company rating organization members;

(3)    Independent stock companies; and

(4) Independent mutual and other companies.

(b)    A person designated as a representative shall be an employee
or officer of an insurer of the class which he represents. The four
representatives of the public not connected with the insurance in-
dustry shall be appointed annually by the Governor at the same
time that the designation of insurer's representatives is made by the
Commissioner of Insurance. None of the members of the Board
shall receive any compensation or remuneration from the Fund ex-
cept that members who are not employees of the State, upon applica-
tion, may receive $25.00 per day as expenses for each meeting
attended, however, total payment per member is not to exceed
$300.00 in any one calendar year. The Board shall maintain an
office in the State, administer the Fund subject to the provisions
of this part, determine its cash requirements, and the amounts, if
any, available for investment, and have the power to employ such
administrative, clerical, and other help as may be necessary to the
proper discharge of the duties of the Board. The Commissioner in
the administration of the Motor Vehicle Safety Responsibility Law
and the Board in the administration of this part shall cooperate in
order to avoid duplication and to achieve efficiency and economy.

(c)    The Board, collectively and not the individuals thereof, is
hereby designated as the proper party defendant in any claim or
action against the fund as provided for in this part. Service of
process shall be upon the manager or assistant manager for the
Board.

§ 7-604.1. Manager and Assistant Manager.

The Board is authorized to appoint a full time Manager and As-
sistant Manager if there is a vacancy in such office, whose salaries
shall be fixed by the Board. They shall be persons of high character
and integrity. Each of them shall be appointed upon the basis of
his executive skill and ability and once appointed shall hold office
during good behavior regardless of changes in members constituting
the Board. Each of them shall be removed only for incompetence
