§ 7-311. Exception in relation to government vehicles.

The provisions of section 7-310 do not apply with respect to any
judgment arising out of an accident caused by the ownership or
operation, with permission, of a vehicle owned or leased to the United
States, this State or any political subdivision of this State or a
municipality thereof.

§ 7-312. Exception when consent granted by judgment creditor.

If the judgment creditor consents in writing, in a form the de-
partment prescribes, that the judgment debtor be allowed license
and registration or nonresident's operating privilege, the same may
be allowed by the department, in its discretion, for 6 months from
the date of the consent and thereafter until the consent is revoked
in writing, notwithstanding default in the payment of the judgment,
or of any installments thereof prescribed in section 7-317, provided
the judgment debtor furnishes proof of financial responsibility.

§ 7-313. Exception when insurer liable.

No license, registration, or nonresident's operating privilege of
any person shall be suspended under the provisions of this subtitle
if the department finds that an insurer authorized to do business in
this State was obligated to pay the judgment upon which suspension
is based, or that a policy of the insurer covers the person subject
to suspension, if the insurer's obligation or the limits of the policy
are in an amount sufficient to meet the minimum amounts required
by this subtitle, even though the insurer has not paid the judg-
ment for any reason. A finding by the department that an insurer
is obligated to pay a judgment, or that a policy of an insurer covers
the person, shall not be binding upon the insurer and shall have no
legal effect whatever except for the purpose of administering this
section. Whenever in any judicial proceedings it is determined by
any final judgment, decree, or order that an insurer is not obligated
to pay the judgment, the department, notwithstanding any con-
trary finding theretofore made by it, forthwith shall suspend the
license and registration and nonresident's operating privilege of any
person against whom the judgment was rendered, as provided in
section 7-310.

§ 7-314. Suspension to continue until judgments paid and proof
given.

The license, registration, and nonresident's operating privilege
shall remain suspended and shall not be renewed, nor shall any
license or registration be thereafter issued in the name of the per-
son, including any person not previously licensed, unless and until
the judgment is stayed, satisfied in full or to the extent hereinafter
provided and until the person gives proof of financial responsibility
subject to the exemptions stated in sections 7-812, 7-313, and 7-317.

However, if the judgment debtor gives satisfactory evidence that
the judgment debt is not good and pleadable or admissable in evidence
under the provisions of Section 3 of Article 57 together with proof of
financial responsibility in the future, the Department shall restore
any license or registration suspended because of nonpayment of a
final judgment.
