cents for the services of the county treasurer in registering the
vehicle, this fee to be deducted each week before remitting the other
fees to the department.

(b)    In Baltimore City the Board of Estimates shall determine
from time to time if an office or department of the municipal govern-
ment shall act as the agent of the Department of Motor Vehicles in
the registration of the vehicles specified in subsection (a) hereof,
and the Board of Estimates shall determine which office or depart-
ment of the municipal government shall perform this function.
These decisions for the registration of motor vehicles for any year
shall be made not later than the first day of October next preceding,
and the Board of Estimates promptly shall notify the Department of
Motor Vehicles of the decisions. If an office or department of the
Mayor and City Council of Baltimore is thus to act as the agent of
the Department of Motor Vehicles it shall receive and account for the
fees provided in this section as is required for county treasurers
performing this function.

(c)    The department shall furnish the county treasurer all the
necessary forms, or blanks, including reports, as well as license
plates, and all stationery necessary to enable the county treasurer to
perform the duties herein set forth; but each county treasurer shall
pay for any additional clerks occasioned in performing these duties
out of the fees payable to him; except that the provisions of this
section shall not apply to Baltimore and Howard counties.

(d)    The following counties shall leave the decision as to whether
or not this section applies to the board of county commissioners or
county council of the respective counties by appropriate resolution:
Carroll, Dorchester, Frederick, Prince George's, Worcester, Washing-
ton, and Wicomico. The tax collector for the first tax collection
district of Allegany County shall act as agent of the department in
the registration of vehicles, as specified in this section; but the fee of
fifteen cents and other revenues received by the collector for the
issuance of plates shall be paid to the County Commissioners of
Allegany County, and all the monies shall be placed in a general fund
of the county. The County Treasurers of Anne Arundel County, Cecil
County, Somerset County, Calvert County, Harford County, and
Garrett County shall act as agent of the department in the registra-
tion of motor vehicles of the Class A passenger or pleasure type and
issue registration plates and registration cards as hereinabove pre-
scribed.

(e)    Each treasurer may collect an additional ten cent fee if the
additional fee is authorized by the appropriate county council or
county commissioners or by the Mayor and City Council of Balti-
more. All fees collected under this subsection shall be remitted to the
general funds of the county or city. The Treasurer of Harford
County may collect an additional $1.00 fee which shall be remitted
to the funds of the county for use as a special highway and road
improvement fund. In Prince George's County all fees collected by
the treasurer by virtue of subsections (a) and (d) shall be deposited
by him in the general fund for Prince George's County and shall be
disbursed by him as he deems necessary from the fund to cover the
expense of the sale of tags and with the residue to be used for general
fund purposes.
