period not exceeding 90 days in any one calendar year by the pro-
cedure set forth above. The Superintendent of the Maryland State
Police may require a certificate of inspection of the mechanism and
equipment of the motor vehicle and shall further require a certificate
of insurance by a company authorized to do business in the State of
Maryland, certifying that the motor vehicle is insured to the same
extent as required for Maryland residents.
(8) Any member of the United States Congress (except members
elected from the State of Maryland) who shall make this State his
residence during his term of office in the United States Congress shall
be exempt from obtaining Maryland license plates and registration
during that time.
§ 3-402.1. Certain vehicles of nonresidents not subject to registra-
tion or reciprocal agreements.
(a) A nonresident owner, operator, or custodian of any foreign
vehicle may operate or permit the operation of the vehicle within
this State without registering the vehicle in, or paying any registra-
tion fees to, this State; provided that the vehicle at all times when
operated in this State is duly registered in, and displays upon it a
valid registration card and registration plate or plates issued for
such vehicle in, the place of residence of the owner; and further
provided that the vehicle is not:
1. Used for the transportation of persons for hire, compensation,
or profit;
2. Regularly operated in carrying on business within this State;
3. Designed, used or maintained primarily for the transporta-
tion of property;
4. Maintained in this State for purposes of operation during any
period or periods which total more than 120 days in any year, by a
nonresident who has temporary residence in this State; but this
paragraph 4 does not require registration or payment of registration
fees by nonresident students enrolled in an accredited Maryland
School, College or University, or serving an internship provided the
state of which he is a resident shall extend the same privileges to
residents of this state and provided that he meets the Maryland
requirements for motor vehicle financial responsibility.
5. In the custody of a resident operator for a period or periods
which total more than 30 days in any registration year.
(b) With the approval of the governor, the commissioner may
issue complimentary guest cards, permits, or licenses to persons visit-
ing this State from any foreign country or province, or may
recognize and permit the use of guest cards, permits, or licenses
granted by other states, for the operation of motor vehicles in the
State of Maryland.
(c) A nonresident who is a member of the Armed Forces of the
United States and who is serving on active duty in this State need
not register his personal passenger vehicles in this State if the
vehicles are registered in the state of his residence. "Armed Forces
of the United States" includes the United States Public Health
Service.
