§ 3-116. When department to issue new certificate.

(a)    The department, upon receipt of a properly assigned certifi-
cate of title, with an application for a new certificate of title, the
required fee and any other documents and articles required by law,
shall issue a new certificate of title in the name of the transferee as
owner.

(b)    The department shall file and retain every surrendered
certificate of title, the file to be maintained to permit the tracing of
title of the vehicle designated therein.

§ 3-116.1. Change in type of body of vehicle.

If the type of body of any vehicle is changed from that set forth in
the certificate of title, the owner shall immediately inform the depart-
ment and apply for a corrected certificate of title.

§ 3-116.2. Change of name.

If the name of any person who has applied for or obtained a certifi-
cate of title is thereafter changed by marriage or court decree, the
person within 30 days shall notify the department of the former
name and new name on a form furnished by the department, and the
department shall issue a corrected certificate of title without charge.

§ 3-4.01. Effect of provisions.

(a)    It is a misdemeanor for any person to drive or move or for
an owner knowingly to permit to be driven or moved upon any high-
way, any vehicle of a type required to be registered hereunder which
is not registered or for which the appropriate fee has not been paid
when and as required hereunder, except that when application ac-
companied by proper fee has been made for registration of a vehicle
it may be operated temporarily pending complete registration upon
displaying a duly authenticated registration card, or otherwise under
rules and regulations promulgated by the commissioner.

(b)    It is a misdemeanor for any person to drive or move or for
an owner knowingly to permit to be driven or moved upon any high-
way, any vehicle whose registration is suspended or revoked for any
reason.

§ 3-402. Vehicles subject to registration; exceptions.

(a) Every motor vehicle, trailer, semitrailer, and pole trailer
when driven or moved upon a highway shall be registered under this
part except:
