§ 1-210. Vehicle salesman.
Vehicle salesman:

(a)    A person not otherwise expressly excluded by this section
who

1.    Is employed as a salesman by a dealer or who, under any form
of contract, agreement or arrangement with a dealer, for commission,
money, profit or other thing of value, sells, exchanges, buys, or offers
for sale, negotiates or attempts to negotiate, a sale or exchange of an
interest in a vehicle required to be registered under subtitle 3; or

2.    Induces or attempts to induce any person to buy or exchange
an interest in a vehicle required to be registered under subtitle 3,
and who receives or expects to receive a commission, money, broker-
age fee, profit or any other thing of value from either the seller or
purchaser of said vehicle.

(b)    The term "vehicle salesman" does not include

1.    Representatives of insurance companies, finance companies, or
public officials who in the regular course of business are required
to dispose of or sell vehicles under a contractual right of the em-
ployer, or in the performance of an official duty, or under authority
of any court, if such disposal or sale is for the purpose of saving
the seller from any loss or is done pursuant to authority of a court;

2.    Persons who sell or distribute vehicles to registered dealers,
or who are employed by manufacturers or distributors to promote
the sale of vehicles dealt in by such manufacturers or distributors;
provided, however, that if any such persons also sell vehicles to
retail purchasers they shall be deemed to be vehicle salesmen and
are subject to the provisions of Part III of Subtitle 5;

3. Persons not engaged in the purchase, sale, or exchange of ve-
hicles as a business, who dispose of vehicles acquired for their own
use, or for use in their business, when the vehicles have been so
acquired and used in good faith, and not for the purpose of avoiding
the provisions of Part HI of Subtitle 5.

Sec. 1-211. Wrecker.

Wrecker means every person, firm, or corporation actively engaged
in the business of buying (motor vehicles for the purpose of dis
-
mantling the motor vehicles, and who has an established place for
the conduct of this business.

The governor, in addition to other powers and responsibilities
conferred upon him by the constitution and laws of this State, is
hereby empowered to contract and to do all other things necessary
in behalf of this State to secure the full benefits available to this State
under the Federal Highway Safety Act of 1966 and acts amendatory
