experience, and during the time of his employment have no financial
interest in any airport facilities [or] , projects, services or con-
tracts
with respect to which the Authority has jurisdiction or any
power or authorization to act. The Authority shall also appoint a
general counsel, who shall serve at the pleasure of the Authority,
be responsible to it, and receive such salary as may be fixed by the
Authority from time to time; he shall be the chief legal officer of
the Authority and shall approve for form and legal sufficiency all
contracts, leases, or other legal documents before said documents
are executed by the Authority; and he shall perform such other
legal functions including the representation of the Authority in liti-
gation, as shall be assigned to him by the Authority; and he shall
be a person of good character and integrity, and during the time of
his employment have no financial interest in any airport facilities,
projects, services or contracts with respect to which the Authority
has jurisdiction or any power or authorization to act.

(o) Agents and employees.—To employ consulting engineers,
bond counsel, attorneys, accountants, construction and financial ex-
perts, superintendents, managers, clerks, stenographers, laborers,
and such other agents and employees as necessary. The employ-
ment, compensation and tenure of all full-time employees [as neces-
sary], except the executive director, general counsel, and other key
personnel, [as the Authority determines, with the approval of the
Governor,] who require engineering, scientific or expert training and
qualifications, [are subject generally to the provisions and restric-
tions of Article 64A of the Annotated Code of Maryland, title "Merit
System," and the full-time employees, together with the executive
director and other key personnel, are subject also to the rights and
benefits of Article 73B of said Code, title "Pensions";] shall be
subject to the rules, regulations, and compensation schedule, as es-
tablished by a "Friendship International Airport Authority Em-
ployment Commission" which Commission shall consist of the State
Commissioner of Personnel or his successor, the Chairman of the
Baltimore City Civil Service Commission and the Chairman of the
Friendship International Airport Authority.
THE RULES OF THE
COMMISSION AS THEY RELATE TO EMPLOYMENT, PROMO-
TION, AND DISCHARGE SHALL BE AT LEAST EQUAL TO
THOSE APPLICABLE TO THE CLASSIFIED CIVIL SERVICE
OF THE CITY. [but the power to set the salaries and compensation
of all employees not covered by the provisions of said Article 64A is
vested solely in the Authority and in no way is subject to the control
or jurisdiction of the Standard Salary Board or of any other officer or
agency.] Employees of the Authority shall not be members of either
the State or City Merit systems. The Authority shall have the power
to set the salaries, compensation, and terms of employment of the
executive director, general counsel, and other key personnel requir-
ing engineering, scientific, or expert qualifications. All full-time em-
ployees who are hired after the creation of the Authority, together
with the executive director, general counsel, and other key personnel,
shall be subject to the provisions of Article 73B of the Annotated
Code of Maryland and shall participate in the Employees Retirement
System of the State of Maryland, upon terms and conditions mutually
acceptable to the Authority and the System. All persons employed by
the City at Friendship International Airport at the time of the trans-
fer of the operations of the airport to the Authority and who are
members of the City's pension system shall have the option of
