AN ACT to repeal and re-enact, with amendments, Sections 1
through 20, inclusive, subsections (b), (e) and (n) (1) of Section
21, and Sections 22 through 25, inclusive, of Article 62C of the
Annotated Code of Maryland (1964 Replacement Volume), title
"Maryland Airport Authority" as said sections were enacted by
Chapter 451 and Chapter 450 of the Acts of 1968 and amended
by Chapter 402 of the Acts of 1969; TO ADD NEW SECTION
21 (X) TO THE SAID ARTICLE OF THE CODE, TO FOLLOW
IMMEDIATELY AFTER SECTION 21 (W) THEREOF, AND
TO CHANGE THE TITLE OF SAID ARTICLE 62C TO BE
"FRIENDSHIP INTERNATIONAL AIRPORT AUTHORITY";
creating the Friendship International Airport Authority and pro-
viding for the appointment of its membership by the Governor
of the State of Maryland and the Mayor of the City of Balti-
more; defining the powers and duties OF THE MAYOR AND
CITY COUNCIL OF BALTIMORE AND of the Authority, in-
cluding the leasing by the Authority from the Mayor and City
Council of Baltimore of certain existing airport facilities known
as Friendship International Airport, for the construction of air-
port facilities in, adjoining, or in the vicinity of Friendship
International Airport; granting power to the Authority under
certain conditions to acquire necessary real and personal prop-
erty in, adjoining or in the vicinity of Friendship International
Airport; DELETING THE PROVISIONS FROM THE EXIST-
ING LAW RELATING TO THE SALE OF FRIENDSHIP AIR-
PORT; providing for the issuance of revenue bonds of the
Authority payable solely from rental and other revenues of the
Authority; prescribing the power and duties of the Authority in
connection with the foregoing and the rights and remedies of
holders of bonds issued; making certain zoning provisions ap-
plicable to the airport facilities operated by the Authority; provid-
ing penalties for violation of the provisions of said Article 62C
and of any rule or regulation lawfully adopted or promulgated
by the Authority; PROVIDING FOR A CERTAIN EXCEPTION
TO THIS ACT; relating generally to certain officers and em-
ployees of the Mayor and City Council of Baltimore and to their
transfer of employment to the authority; providing for the pension
rights and benefits of these officers and employees; relating gen-
erally to the Friendship International Airport Authority, its pow-
ers, duties, employees, finances, functions, and operations.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 through 20, inclusive, subsections (b), (e) and (n)
(1) of Section 21, and Sections 22 through 25, inclusive, of Article
62C of the Annotated Code of Maryland (1964 Replacement Volume),
as said sections were enacted by Chapter 451 and Chapter 450 of
the Acts of 1968, and as amended by Chapter 402 of the Acts of
1969, be and the same are hereby repealed and re-enacted, with
amendments, AND THAT NEW SECTION 21 (X) BE AND IT
IS HEREBY ADDED TO THE SAID ARTICLE OF THE CODE,
TO FOLLOW IMMEDIATELY AFTER SECTION 21 (W) THERE-
OF, AND THAT THE TITLE OF SAID ARTICLE 62C BE AND
IT IS HEREBY CHANGED TO READ "FRIENDSHIP INTERNA-
TIONAL AIRPORT AUTHORITY," AND ALL to read as follows:
