District 11—Frederick and Washington Counties.

Judges in Each District, Chief Judge.
(a) There shall be in each of the foregoing districts the following
number of district judges:
District 1—22
District 2—4
District 3—5
District 4—3

District 7—5 6
District 8—10 12

District 10—2
District 11—4
District 12—2 3
(b) In those districts comprising more than one county, there
shall be at least one District Court judge resident and holding court
in each county.
(c) The chief judge of the District Court shall be the chief
administrative officer of the court and have the responsibility and
authority for the maintenance, administration, and operation of the
court at all its locations throughout the State. If a sitting judge is
appointed as Chief Judge, the district or county from which the
Chief Judge is selected shall be entitled to an additional judge to
replace him.
(d) The Governor shall appoint judges before May 2, 1971
necessary to fill any vacancies that might otherwise exist in a
district on that date.
(D) TWO OF THE JUDGES IN DISTRICT 6 SHALL HAVE
AS THEIR PRIMARY, AND IF MADE NECESSARY BY THE
CASELOAD, THEIR EXCLUSIVE DUTY THE HANDLING OF
JUVENILE CAUSES AS DETERMINED BY THE CHIEF
JUDGE OF THE DISTRICT COURT.

In order to provide that the services of the District Court are
available in all geographic areas of District 8, at least one judge shall
sit regularly in each councilmanic district of Baltimore County.
US. Administrative Judges, Rules and Transfer of Judges.
(a) In each district the Chief Judge of the District Court shall
designate with approval of the Chief Judge of the Court of Appeals
one of the District Court judges as the administrative judge for that
district; who shall have the responsibility and authority for the
administration, operation, and maintenance of the court in that dis-
trict and for the conduct of the court's business. Subject to the ap-
proval of the Chief Judge of the District Court, the District Court of
any district may be divided into civil, criminal, traffic, or other
functional divisions if the work of the court requires.
