Works," subtitle "Board of Public Works" be and the same is hereby
repealed and re-enacted, with amendments, to read as follows:

13B.

(a)    The [said Board of Public Works] Department of Eco-
nomic and Community Development is authorized and empowered to
coordinate and cooperate with the federal government or any agency
or officer thereof to implement, in the State of Maryland, the provi-
sions of the "Appalachian Regional Development Act of 1965," as
amended from time to time, to enter into and complete any and all
contracts and agreements thereunder, and to do all things necessary
and proper to carry out the terms of the aforesaid act, including the
expenditure of funds therefor, in the fields of highways, natural
resources, agriculture, education, training, health, and welfare and
all other fields related to the purposes of the said act. If the said
federal government or any agency or officer thereof offers to the
State of Maryland services, equipment, supplies, materials or funds
by way of gift or grant for purposes of the Appalachian regional
development program, the State of Maryland, acting through the
Governor and the [Board of Public Works] Department of Eco-
nomic and Community Development may accept such offer and may
authorize any officer of the State or of one of the political subdivi-
sions as the case may be to receive and utilize such aid and assistance.

(b)    In addition to and not in derogation of the grant of powers
provided by subsection (a) hereinabove, the said Secretary of Eco-
nomic and Community Development, with the approval of the
Governor [and Board of Public Works] shall appoint a State mem-
ber to the federal "Appalachian Regional Commission" and an alter-
nate thereto, both of whom shall receive such salary or compensation
as provided in the budget from time to time. The State member, or
his alternate as the case may be is authorized to certify to the
Commission "a local development commission" and to perform any
and all acts required and necessary to carry out the provisions of
this or said "Appalachian Regional Development Act of 1965," as
amended from time to time.

Sec. 15 11. And be it further enacted by the General Assembly of
Maryland, That Section 426A of Article 23 of the Annotated Code
of Maryland (1967 Edition, 1968 Replacement Volume), title "Cor-
porations," subtitle "Development Credit Corporation" be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

426A.

The Development Credit Corporation of Maryland shall be fully
subject to supervision by the Bank Commissioner of Maryland under
the appropriate provisions of Article 11 of the Annotated Code of
Maryland. For purposes of executive organization only, the Cor-
poration shall be a part of the Department of Economic and Com-
munity Development.

Sec. 14 12. And be it further enacted by the General Assembly of
Maryland, That new Sections 266 DD-1 to 266 DD-6 are hereby
added to Article 41 of the Annotated Code of Maryland (1957 Edi-
tion, 1965 Replacement 'Volume), title "Governor—Executive and
