THIS STATE. IT IS EMPOWERED AND DIRECTED TO EN-
COURAGE, FOSTER, AND ASSIST IN THE DEVELOPMENT
OF AERONAUTICS IN THIS STATE AND TO ENCOURAGE
THE ESTABLISHMENT OF AIRPORTS AND AIR NAVIGATION
FACILITIES. IT SHALL COOPERATE WITH AND ASSIST THE
FEDERAL GOVERNMENT, MUNICIPALITIES OF THIS STATE,
AND OTHER PERSONS, IN THE DEVELOPMENT OF AERO-
NAUTICS, AND SHALL SEEK TO COORDINATE THE AERO-
NAUTICAL ACTIVITIES OF THESE BODIES AND PERSONS.
MUNICIPALITIES ARE AUTHORIZED TO COOPERATE WITH
THE [COMMISSION] ADMINISTRATION IN THE DEVELOP-
MENT OF AERONAUTICS AND AERONAUTICS FACILITIES
IN THIS STATE.

5.

(1)    The [Commission] Administration, with the approval of the
Secretary of Transportation,
may:

(a)    Recommend necessary legislation to advance the interests of
the State in aeronautics,

(b)    Represent the State in aeronautical matters before federal
agencies and other State agencies,

(c)    Participate as party plaintiff or defendant or as intervener
on behalf of the State or any municipality or citizen thereof in any
controversy which involves the interest of the State in aeronautics.

(d)    Promulgate rules and regulations, not inconsistent with
law, for its own functioning and administration.

(2)    The exercise of all powers, duties and responsibilities vested
in the Administration by the provisions of this Article, shall be sub-
ject to the authority of the Secretary of Transportation as set forth
in Article 41 of this Code or elsewhere in the laws of this State.

Sec. 4. And be it further enacted, That Sections 1(d), 1(e),
14, 15, 18, 27(b) and 34 of Article 1A of the Annotated Code of
Maryland (1957 Edition, 1968 Replacement Volume and 1969 Supple-
ment
), title "Aeronautics," subtitles "Definitions and Policy," "Air-
ports and Related Facilities," and "General Provisions," be and they
are hereby repealed and reenacted with amendments, all to read as
follows:

(d)     "Commission" or "Administration" mean[s] the State
Aviation [Commission of Maryland] Administration established pur-
suant to Article 41, Section 207B of this Code.

(e)     "Director" or "Administrator" mean[s] the [Director of
Aeronautics of this] State Aviation Administrator which office is
established pursuant to Article 41, Section 207B of this Code. Sub-
ject to the Authority of the Secretary of Transportation as set forth
in Article 41 of this Code or elsewhere in the laws of this State,
the Administrator shall be responsible for the exercise of all the
powers and duties conferred upon the Administration by the provi-
sions of this Article.
