State Department of Education shall be transferred to and retain
their status as employees of the Vocational Rehabilitation Adminis-
tration.
All books, papers, files, records, furniture, fixtures, and all other
personal property owned by or in the custody of the Division of
Vocational Rehabilitation of the State Department of Education as
of August 31, 1970, and all rights, title and interest of the State
Board of Education and the Division of Vocational Rehabilitation
of the State Department of Education in the permanent special
fund referred to in Section 138 of this Article as of August 31, 1970,
shall be transferred to and be in the ownership or custody of the
Vocational Rehabilitation Administration.
141C.
All appropriations and credits on the books, papers and accounts
of any department or other agency of this State, as of August 31,
1970, for and to the credit of the Division of Vocational Rehabilita-
tion of the State Department of Education, and all liabilities and
obligations as of August 31, 1970 of the Division of Vocational Re-
habilitation of the State Department of Education, shall be trans-
ferred to and become the appropriations, credits, liabilities, and
obligations of the Vocational Rehabilitation Administration.
141D.
All rules, regulations, forms, orders and directives promulgated
by or in effect for the Division of Vocational Rehabilitation of the
State Department of Education shall continue in force unless and
until changed by the Commissioner of Vocational Rehabilitation.
141E.
The exercise of all authority, duties, and functions vested in the
Vocational Rehabilitation Administration or the Commissioner or
Deputy Commissioner of Vocational Rehabilitation or the Injured
Workers' Rehabilitation Committee by the provisions of this subtitle
or by any other laws of this State shall be subject to the authority
of the Secretary of Employment and Social Services as set forth in
Article 41 of this Code or elsewhere in the laws of Maryland.
Sec. 7. 6. And be it further enacted by the General Assembly of
Maryland, That Section 3 of Article 96½ of the Annotated Code of
Maryland (1957 Edition, 1964 Replacement Volume 1969 Supple-
ment), title "Veterans," subtitle "Relief Fund," be and it is hereby-
repealed and reenacted, with amendments, to read as follows:

The Secretary of Employment and Social Services, with the ap-
proval of the Governor, shall appoint a Commission, known as the
"Maryland Veterans Commission," to be composed of seven Mary-
land veterans, one of whom shall be designated by the [Governor]
Secretary of Employment and Social Services as chairman. [The
additional members appointed in 1966 shall be appointed from those
